The minimum standard may be increased to 30% beginning December 31, 1998 to <br />match federal standards. He is unaware what the current standards are or if the policies are <br />consistent with those standards. That is something he can follow up. <br />Lastly, there was a goal to adopt local hazardous materials / waste regulations. The transfer <br />station has adopted rules and regulations that he found on the towns website. There are <br />recommendations and goals identifying the 1998 document of program recommendations. One <br />being the day to day operations of the transfer station be managed by a private contractor, the <br />onsite staff are comprised of paid town employees but the collection services are contracted <br />out to haul waste off Cape. Do not adopt annual waste limits in the renewable contract. There <br />are no limits to waste under current contract. The DPW makes an effort to set the costs of <br />dump stickers equal to the fees for managing the facilities. There was an additional goal to <br />undergo renovation of the transfer station and expansion build out defined in the 1998 <br />document, around that 15,000 year round resident number. There have been no major <br />renovations or expansions aside from minor changes and receptacles and waste bins to <br />accept those other waste materials. <br />There was a goal to evaluate the feasibility of expanding waste management services to <br />accommodate greater curbside collection. There are currently no public curbside collection <br />services other than the town facilities of which the town maintains the contract. Lastly, goals <br />relative to coordination with other towns and the county. Coordinate a program with other <br />towns to improve hazardous waste collection day. The town participates in hazardous waste <br />collection day with the Upper Cape and host one such day at the MMHS. Continue to work <br />closely with the town of Sandwich to process newspapers for recycling along with other <br />materials. According to the DPW Director there was no knowledge to this cooperation with <br />Sandwich. Work with Otis / JBCC on proposed regional treatment facility to ensure sludge <br />treatment. No cooperation with Otis/ JBCC has been attempted. A goal to develop a line land <br />fill for difficult to manage waste, but is now prohibited by state law to develop such a landfill. <br />Work with the state to receive grants to continue to develop waste management programs. An <br />example of this could be home composting bins. He does not know if any funds have been <br />received, he will follow up. <br />Ms. Faulkner stated solid waste is becoming a big problem and they are looking for places the <br />solid waste can go as there can be contaminants. They need clean solid waste for fertilizer. <br />G <br />
