16 Great Neck Road North <br />Mashpee, Massachusetts 02649 <br />Mr. Balzarini stated there is too much heavy metals and medicines in the solid waste now. <br />Years ago they used to ship it to Colorado and they grew corn to feed to the cows. MA and <br />other states are having trouble with solid waste. He thinks the entire Cape should get together <br />for the sewer because there will be problems with 15 towns fighting on where to put solid <br />waste and the prices will skyrocket. If they all combine it will be easier to get rid of one batch <br />as opposed to 15 different towns. <br />Ms. Faulkner noticed the dumping and it is upsetting to see mattresses and garbage. An <br />alternative could be a critter camera to catch the person dumping. Secondly, a penalty could <br />be to deprive the person of a beach sticker for a year, something that wouldn't cost the town. <br />Lastly, on the day to day operations managed by private contractor, why would this be <br />advantageous as they wouldn't be able to control the place? <br />Mr. Lehrer is unsure what the benefit was perceived back then, obviously the existing <br />conditions is such that it is staffed by town employees. <br />Ms. Waygan has three items she would like Mr. Lehrer or Weston & Sampson to research for <br />the update of this chapter. The CCC recently released policy recommendations about solid <br />waste management on Cape Cod. She would like to get a copy of that. They will come and <br />present if we want. It all focuses on getting the organics out of the waste stream. The big <br />savings are compostable items. They did a study that showed sending it off Cape for <br />processing in New Jersey would be cheaper and have a smaller carbon footprint than doing it <br />locally. It would be interesting to hear how they came to that conclusion. Next, we might want <br />to look at best practices in other communities that have decreased illegal dumping on these <br />ancient ways. They are really important for our Native American neighbors because of hunting <br />and gathering. When access is blocked it limits their ability to do that. She has this idea of <br />having them sign out a fob to let themselves into those gated areas. Lastly, regarding recycling <br />not being mandated, it might not be mandated by the town, but there is a state statute that <br />says you cannot throw out recyclable materials. We have a lot of condos that don't offer <br />recycling dumpsters or bins on their properties. This could be an action item to require or do an <br />incentive for condos in town to have that bin on site. <br />Ms. Waygan called for Public Comment and recognized Joseph Binette. <br />Joseph Binette- He wanted to address the illegal dumping. A couple years ago the seniors at <br />Mashpee High for their senior class project worked on cleaning up the trails. They run and <br />mountain bike the trails and there was trash everywhere in the back woods. They contacted <br />the DPW for something that could be done, maybe a cleanup day or offering vouchers so they <br />
