9 <br />Mashpee Select Board <br />Minutes <br />September 19, 2022 <br />APPOINTMENTS & HEARINGS <br />Water (wall- Presentation: Brian Howes University of Massachusetts Dartmouth., <br />The above referenced agenda topic was deferred to the next meeting. <br />De 2artment of Natural Resources Director Ashley Fisher: <br />Discussion and AVoval of Shellfish "Seed" Donation from Ferris Development Grouhs <br />The Department of Natural Resources received a donation letter and check in the amount of $3,350 from a <br />resident who wishes to use the funds to directly support the Shellfish Propagation program by purchasing <br />additional seedlings. <br />The gift is without any compulsion or "quid pro quo" exchange of consideration. Town Counsel has advised the <br />Town may accept gifts of funds from an individual upon approval of the Select Board, with said funds to be <br />deposited with the Treasurer, held in a separate account for the purpose specified by the donor, and may <br />thereafter be expended by the Town, officer or department receiving the gift without further appropriation. <br />As discussion followed it was not determined if the donation was gifted by an individual or business entity. <br />Motion made by Selectman Cotton to approve and accept the Shellfish "Seed" Donation in the amount of <br />S3,350 to support Shellfish/Natural Resources propagation pending an opinion from Town Counsel if it is <br />preferable to receive the donation as a personal donation rather than a development group. <br />Motion seconded by Selectman Sherman. <br />VOTE: Unanimous. 4-0. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, yes <br />Selectman Sherman, yes Opposed, none <br />The Select Board indicated they would revisit this matter if the donation was to be received from a business <br />entity. <br />Discussion and A p yal, of Formation of a Harbor Management Committee: <br />It was announced the Department of Natural Resources has received a grant from the Economic Seaport council <br />to fund a Harbor Management Plan for the Town of Mashpee. A benchmark for this program is to form a <br />Harbor Management Committee. <br />The following membership was considered; <br />Planning Board (1) <br />Waterways Commission (1) <br />Shellfish Commission (1) <br />Conservation Commission (1) <br />Wampanoag Tribe (1) <br />Commercial Waterways Interests (2) <br />
