Mrs Ylla.rsters said that Umina really needs a topo on that whole parcel.. He has to continue his topo - that 18 the only way the Board can determine where the wetland is. Mr. Umina said that he made the frontage himself-. Nor. Marsters said that the topo would have to be extended to cover all of Parcel F.. Mr. Umina said that he had a tope done on this -- -they have an aerial topo. He also said that the topo will have changed from the time it was f l awn, because the course was filled and built. Mr. Mars tern 's aid that he didn r t touch the -golf course it was mostly in the -form of bog land .. it wasn't made lower. Mr-. Marsters remarked that there is a pond right up against the road: Mr. Umina asked if what the Board wants is for them to rearrange that lot and s-how the topo on Parcel F. Mr. Marsters said to show any lots- that have frontage on Old Barnstable and the side roads -- the driveway access will be from the side road.* Mr. Umina said that Great Hay is not going to be a paved road m coming in from Lowell. Mr. Marsters said that he would have to show a Layout on that, so that the Board can be assured of what type of. construction he will have. Mr. Umina mentioned that Gray Hay is the dirt road Lowell becomes Old Barnstable-. Nor. Ylarsters asked how he was going to get a road in there, adding that he will have to get permi.s si on from the Town. Mr.. Umina said that at the Appeal Hearing, he was almost positive that he got permission from the-selectmen to widen Great Hay anywhere on Town property. Mr. Marsters asked haw wide Great Hay is now and Mr. Umina told him it is 141 or 16, wide. y Mr. Marsters asked if he was going to get all the distance f rom the Town and Mr. Umina replied, "going' from. the center liner►. -It was mentioned that he would have- to provide underground utilities. Mr. Marsters told M1,r.. Umina to show%-the.layout of Great Hay Road where it will be constructed -- carry the layaw out all the way - only pave to that poa.nt. Mr. Umina said that as you go across on the original plan to hit his property on the other side, Great Hay goes along and the Tom. owns both sides of Great Hay w he asked at that time f or permission to construct Great Hay wide enough for hi.rn to get t o his property, adding that he is doing the town a favor. Mr. Mars to r s said that we should- have it in writing and Mr. Umina asked if he meant from the selectmen. Town Counsel should be consulted. Lots �, 19 and 20 have to be, changed and Mr.. Umina said that when they do the final definitive plan, that lot may be shaped differently. He further said that maybe when he sells it, it will be on the fifth green - he wants to save that area for the possible lengthening of that hole. Mr. Blakeman mentioned the New Seabury cluster zoning in relationship to roads and driveways and Mr. Marsters expounded upon it. Mr. Blakeman brought up the 75, Y � � frontage that Mr. -Marsters said is not acceptable. Mr. Marsters said that in cluster zoning it says the Board "may" approve the plan - it doesn't say they "have" to. Cluster zoning involves a special permit and there t s a lot of benefits and -- you of fe r them, but you have, to protect your short cuts granted under clue ter - selves a,t the same time.
