The Board had required the applicant's engineers supervise <br /> laying of sewer lines and Mr. Kirrane presented a document <br /> from Eagle Surveying stating they had supervised the <br /> installation. <br /> The Board determined that it had been agreed upon a total of <br /> 84 lots would be on septic systems. (Mr. Kirrane corrected <br /> his decision to read 84 from 85) . <br /> There is deed language requiring hook up. <br /> Mr. Kirrane added to the decision that lawns will be limited <br /> to 3 , 000 feet. He will prepare an amendment to restrictive <br /> covenant and will send copy of covenant to the Planning <br /> Dept. <br /> Mr . Kirrane explained to the Board that this project is <br /> having it difficulties , financially and they are looking at <br /> bringing investors into the project. Anyone interested in <br /> investing in it is concerned about the status of the permit. <br /> It is Mr. Kirrane 's opinion that they have undertaken <br /> significant construction within the two year period. The <br /> phasing schedule for condominiums , however, has not <br /> happened. At a later date they will revise that phasing <br /> schedule. <br /> He would like an indication from the Board that significant <br /> construction has been undertaken. <br /> Lee will draft a letter stating it is the Board's opinion <br /> that substantial construction has been undertaken and the <br /> Board does not ,consider permit lapsed because phasing <br /> schedule has not been meet. Therefore, they have an ANR plan which will <br /> put 15 units on a separate lot. ANR breaks one condominiums <br /> elements into 2 separate parts . <br /> Charlie stated that they should reference the covenant on <br /> the plan. <br /> Mr .
