13 <br />Mashpee Select Board <br />Minutes <br />January 9, 2023 <br />Leadership Stance Rewired: <br />In response to the article which appeared in the New York Times last Sunday Selectman Michaela Wyman - <br />Colombo read aloud a statement requesting leadership in a time of crisis. <br />Selectman Wyman -Colombo indicated most importantly we as leaders owe our future generations water that <br />sustains life. The Select Board was requested to act upon the following measurable items; <br />• Approve the clean water bylaws for inclusion on the May 2023 Town warrant. The includes an increase <br />in the buffer zone and a ban on residential fertilizer. <br />• Develop a concrete education plan to help Mashpee residents understand how these bylaws would work <br />and why they are necessary. With the approval and support of the Select Board the Town Manager <br />would assign this task to employees who have requisite expertise who would meet with the Select Board <br />at their next meeting for review and support. <br />• To work together to develop a clear and cohesive watershed plan to address water quality. Elicit the <br />support of consultants if necessary to ensure a comprehensive and detailed plan for the removal of <br />nitrogen and phosphorus from out waters with urgency. <br />• Work with towns who share our watershed. Call the Intermunicipal Agreement with the Towns of <br />Barnstable and Sandwich to action. <br />• Develop a clear and cohesive plan to work together as thoughtful leaders to seek and secure state and <br />federal government funding to address water quality on Cape Cod. <br />• Communicate ongoing progress as well as challenges to the residents of Mashpee during each Select <br />Board meeting. <br />Discussion and AAroval of Select Board Representatiyq ntermunic11 a1wAgreementmPop , nessetKKWatershed <br />Motion made by Selectman Sherman to appoint Selectman Wyman -Colombo as Mashpee's <br />representative in accordance with the Intermunicipal Agreement for the Popponesset Watershed. <br />Motion seconded by Selectman Cotton. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, yes <br />Selectman Sherman, yes Selectman Wyman -Colombo, yes Opposed, none <br />Discussion and Apfroval of Letter to Support Sfaecial Legislation with Regard to Joint Base Caere Cod <br />Wastewater Solutions: <br />A draft letter in support of Special Legislation proposed by the Town of Sandwich to create a municipal <br />wastewater treatment and disposal solutions at Joint Base Cape Cod (JBCC) was presented to the Select Board <br />for review. The act would specifically authorize the Town of Sandwich to contract for the services to make <br />necessary improvements for the municipal use of JBCC infrastructure eligible for State Revolving Funds. <br />A regional wastewater treatment facility would benefit all Upper Cape communities enhancing ground and <br />surface water resources to ensure the safety of drinking water, the protection of public health and the <br />development of more resilient communities. <br />
