11 <br />Mashpee Select Board <br />Minutes <br />January 23, 2022 <br />NEW BUSINESS <br />Update_on Fiscal -Year 2024,Bud , Town Manner Rodney Collins „ <br />Town Manager Rodney C. Collins presented a draft of the Fiscal Year 2024 budget to the Select Board for <br />review. This is a preliminary Town Manager's Operating Budget reflective of a decrease of under $1 million <br />from the departmental requests. The departmental requests amount to $69,446,046. Last year the FY2023 budget <br />was $66,255,198. The Town Manager's budget recommendation of $68,529,511 represents an increase of $2.2 <br />million or 3.43% change. <br />Several factors have attributed to the increase. This includes recommendations for personnel that have previously <br />been omitted from the budget. The bottom line does not show much of a change however the positions represent <br />an increase to the medical, insurance and retirement expense accounts. Of note, the Cape Cod Technical School <br />budgets have increased by 13.33% or $198,026, This includes the debt related to the construction project and <br />tuition expenses. <br />Costs associated to insurance have not been determined. The anticipated cost is presented as a 10% increase for <br />budgeting purposes. The Cherry Sheet has not been received and therefore the State Aid budget has not been <br />determined. The actuals will modify preliminary estimates. <br />In general, the budget result is level paced on expenses. As noted, it is anticipated that personnel would be added. <br />This includes a grant administrator under the Town Manager's Office and a staff person to assist in the daily <br />processes of this office. Accounting has similar needs. Support has been denied on several budget rounds. With <br />the upcoming wastewater project and other anticipated responsibilities staff support is much -needed. Other <br />impacts to the FY 2024 budget include collective bargaining agreements with all unions. <br />The Capital Improvement Program (CIP) Committee is scheduled to convene next week. There are critical <br />decisions and priorities to determine the direction of the town. <br />It is assumed that an override would be requested in FY 2025. Several years ago the financial forecast predicted <br />an override would be necessary in FY 2023. In terms of long term sustainability an override is highly regarded <br />before the Town would impose budget consequences. <br />As the FY 2024 budget continues to be reviewed, a more detailed analysis will be presented to the Select Board. <br />LIAISON REPORTS <br />Human Service Committee: At the last Human Service Committee meeting the President of St. Vincent DePaul <br />updated the committee on the food pantry and the increased request for food items and paper goods. <br />MashNe Chamber ofwCommerceww The annual Chamber meeting and dinner is scheduled to be held on Thursday, <br />March 23, 2023 at 5:30 p.m. Recommendations are being accepted for the Unsung Heroes Awards and for the <br />Citizen of the Year. Advertisement and commentaries for the Annual Mashpee Chamber booklet are also sought. <br />
