Discussion an Possible Town Planner Evan Lehrer: (continued) As discussion continued it was recommended the Select Board initiate the process to secure a consultant to assist the Town in the subsequent year to be fully prepared for the grant submission. It was agreed an RFQ would be developed to procure consulting services at the start of the new fiscal year. The Town of Barnstable has a grant coordinator and staff members to secure grant funding. As an entitlement community Barnstable has received grant funding for this loan program. This is a heavy -lift program with strict compliance, timelines and monitoring. The homeowner is required to have all paperwork in order for eligibility. All lead applicants and participating applicants must meet the required threshold at the time of the application. Communities that do not meet the threshold will be eliminated from further MA CDBG funding consideration. As stated, as an alternative and during the interim there are low interest funds available through the Barnstable County Septic Loan Program and other sources. Motion made by Selectman Wyman -Colombo to authorize the Town Manager to seek consultants to assist in the Community Development Block Grant application after July 1, 2023 (FY2024) for a sum not to exceed $9,000 for grant preparation services. Motion seconded by Selectman Sherman. VOTE: Unanimous. 5-0. Town Manager Rodney C. Collins indicated he would research and review the options to establish proper, prudent and reasonable speed limits for the safety of individuals in the Town of Mashpee. Motion made by Selectman Cotton to support the Town Manager in his efforts maintain and reduce speed limits for the safety of the citizens of the Town of Mashpee and its visitors. Motion seconded by Selectman O'Hara. VOTE: Unanimous. 5-0.
