Planning Board Signature: Thomas O'Hara. <br /> Discussion <br /> Douglas Storrs-Mashpee Commons Limited Partnership <br /> Proposed Development Agreement and Study Committee <br /> The Chairman called this matter to order and recognized Douglas Storrs, Mashpee <br /> Commons. <br /> References were made to a document entitled, "Mashpee Commons <br /> Neighborhood Master Plan Proposed Development Agreement". <br /> Mr. Storrs informed the Board that Mashpee Commons has been mandated by the <br /> Cape Cod Commission to provide a full master plan of all Mashpee Commons land. He <br /> is reluctant,however,to do so as he feels this is difficult to achieve. <br /> Mr. Storrs has asked the Commission to consider a form based zoning approach <br /> rather than euclidian zoning. Form based zoning examines the form first and use second, <br /> whereas current zoning is the opposite. <br /> Mr. Storrs then spoke to the Development Agreement process stating the <br /> possibility of entering into a three party agreement consisting of Mashpee Commons,The <br /> Town of Mashpee, and the Cape Cod Commission. Other Town Departments would be <br /> involved as well, including Fire, Police, Planning and Zoning Boards, Selectmen, Board <br /> of Health, and the general public. <br /> Mr. Storrs suggested the formation of a Study Committee similar to the approach <br /> used for Jobs/Whitings. This would be helpful in flushing out all issues of concern in <br /> order to address them prior to the preparation/submission of a plan. This process would <br /> also provide for a discussion and involvement with the community and the Commission <br /> prior to formalizing a plan. <br /> Mr. Storrs recognized the Planning Board as the body to negotiate an agreement, <br /> for the Town according to the Zoning Bylaws. The Selectmen would be the signatories <br /> to the agreement, with Town Meeting endorsement. <br /> The next two areas scheduled for development are, Steeple Street and Trout Pond. <br /> He estimated the completion of the Development Agreement and'town Meeting <br /> endorsement in 2009. <br /> References were then made to a document entitled, "Mashpee Commons Master <br /> plan-The Neighborhoods of North Market Street, East Steeple Street and Trout Pond", <br /> Both of these neighborhoods have been laid out by a simple street pattern, <br /> formation of blocks, and street hierarchy by definition of streets and lots, and definition <br />
