The design logic is to construct a spiritual/community building at <br /> either end of Steeple Street(common to traditional New England design). <br /> Form based zoning would allow single-family homes, multi-family residential, <br /> and mixed use buildings all within the same block, with proper regulation for parking. <br /> References were:made to "Smart Code"form based development, regulating plan and <br /> code examples, and proposed land use mapping. <br /> Mr. Storrs explained his development approach is to return to the:way towns were <br /> originally developed. Ile also spoke to the range of uses(commercial and residential). <br /> Steeple Street will continue to be comprised of commercial on the first floor, office and <br /> residential on the second. Moving towards Trout Pond however,the use will become <br /> dominated by residential use. The use mix is, important to the neighborhood development <br /> with respect to the economy, environment, and provides social and health benefits as <br /> well. <br /> Mr. Storrs stated that Mashpee Commons would not be:the,developer of the entire <br /> parcel of land and that his goal is to work with the community to establish a regulated, <br /> architectural plan so that both the Town and developer agree on how the land will be built <br /> out. <br /> Mr. Storrs reiterated that he would like to begin this process by establishing a <br /> Study Committee in order to prepare the Development Agreement with the Town. He <br /> stated that he feels this is going to be the best plan for the Town of Mashpee for the next <br /> 50 to 100-years and that he wants to"get it right"'. <br /> The Chairman addressed the issue of the proposal for establishment of a Study <br /> Committee by stating,that she does not support this concept. The Planning Board is the <br /> regulatory agency that will review this project and work with the developer. The 40B <br /> issues with regard to this project were conducted during the day when she(and others) <br /> could not attend. The newspaper has quoted(correctly or incorrectly)the Town Manager <br /> as having said that there would be no members of the public allowed at the Study <br /> Committee meetings. <br /> She suggested that the meetings/discussions be conducted during,a regularly <br /> scheduled Planning Board Meeting and should include the particular parties that are <br /> involved. Speaking individually,not for the Board,she stated that she is uncomfortable <br /> with the idea of a Study Committee due to the fact that not every Planning Board <br /> Member will be able to attend and hear first-hand what is being discussed and decided. <br /> She stated her desire to be a part of this project,but that she is unable to meet during the <br /> day or extend herself to additional meetings. <br /> Dennis Balzarini agreed that any discussions should be conducted during a <br /> regularly scheduled meeting of the Planning Board. He also stated that he feels Mashpee <br /> Commons should have approached the Planning Board first(before speaking with the <br /> Selectmen/Town Manager).
