He is <br /> uncertain about the conditions (thickness)of the mix as this work was done prior to his <br /> inspection. <br /> Mr. Hopple interjected that he was under the impression that the Board had <br /> agreed to wait until spring to determine how the materials held up over the winter. If it <br /> proved to be satisfactory his security would be released. <br /> The Town Planner read the Motion made by Dennis Balzarini at the September 5th <br /> Meeting, "To reduce the Performance Guarantee to Two Thousand($2,000.00) Dollars <br /> until April 2,2008 at which time the Planning Board will reconsider releasing the balance <br /> of funds based upon the condition of the road; which Motion was duly seconded by <br /> Thomas O'Hara and so voted unanimously". The Planning Board also determined <br /> Applicant to be responsible for Mr. Rowley's,re-inspection fee of the property in the <br /> amount of$100.00. In prior discussion Mr. Rowley recommended the Board consider <br /> releasing the majority of the funds only after determination of said roadwork holds up <br /> through the winter months,to which the Board agreed. <br /> There was Board discussion as to whether or not a core sample should be taken in <br /> order to determine the thickness of the pavement. <br /> Mr. Rowley stated the requirement for loam and seed was part of his initial <br /> inspection for work remaining to be done and was included in the initial list. He feels <br /> this work has not been done adequately or to the extent it should be. It would not take <br /> much of an effort to bring the loam and seed to the top of the berm. Everything else has <br /> been completed. The four bounds have been set, the street sign is in place, the berm is in <br /> place and has been extended. He feels Applicant has clone as much as possible given the <br /> fact of the condition of Silverleaf Lane. <br /> Thomas O'Hara agreed that the area behind the berm should be filled in order to <br /> better stabilize the road; to which Mr. Hopple agreed. <br /> Mr. Rowley explained that he has no way of knowing what has been put down for <br /> materials as he was not notified to make an inspection at the time. The loam and seeding <br /> of the shoulders does have to be completed as outlined in the original estimate and has <br /> not been completed as of this date. <br /> The Chairman agreed that the Board would need to know what has been placed on <br /> the roadway for materials. She asked if Applicant knew the thickness,the standard to <br /> which the pavement was placed. <br /> Mr. flopple responded that he didn't know, he just instructed the paving company <br /> to do the work, <br />
