Mr. Rowley asked if Ms. Laurent would consider changing the 2 V2 -
inches of binder and 1-inch top course on minor streets to something other
than a ]-inch wearing surface,
Ms. Laurent agreed imposing the 1-inch has been problematic as it
unravels easily making resurfacing necessary.
There was some discussion regarding the imposition of random core
testing being required (preferably on a new surface when the material is soft).
The Board agreed to, a requirement of 3 1/2-inches for minor roads, and 4
V2-in inches for major roads.
B —Tack Coat--- Mr. Rowley approved this paragraph as presented.
C —Temperature—Mr. Rowley agreed with the suggestion of 40 degrees.
D—Castings/Snow Plow— Mr, Rowley suggested that no shims be
allowed for safety purposes. He suggested the frames be set in place with the,
binder being placed over the top of the frame until the top has been poured on.
At the point the entire structure could be raised Lip with the cement in place.
The Chairman distributed copies of"NPDES P11 small MS4 General
Permit Annual Report, for the period of April 1, 2006-1Maxch 31, 2007, for
Planning Board review and possible incorporation into the Subdivision or
other Regulations.
This matter concluded at this point. Mr. Rowley and Ms. Laurent agreed
to discuss some of the other outstanding matters of concern prior to meeting
again with the Planning Board.
Sedimentation and Erosion Bylaw
Mr. Rowley reported that he has been reviewing this bylaw at the Board's
request.
He questioned the applicability—"Any change in existing grade affecting
more that 2500 square feet, or 25%of the lot, whichever is smaller." It also
states, "The construction of a single-family dwelling is exempt from the
provisions of the Bylaw." There is no mention of the upgrade or disturbance
of ground with respect to a septic system repair, which could possibly take up
more than 2500 square feet. for does it take into consideration the possibility
of excavating out for a cellar, wh i ch,could result in removing more that. 100
cubic yards of material,
