2. Regular Meeting Called to Order: The regular meeting was called to order at 5:08 PM. A <br /> quorum was declared with the following members present Jill Allen, Kevin Shackett and Lisa <br /> Meizinger. Also, in attendance were Carol Campos, Executive Director/Management Agent, <br /> Vincent Gault, Director of Maintenance, Jonathan Driscoll, Patricia Grace, David Conforto <br /> (5:25 PM), Emily Little and two unidentified callers. <br /> 3. Public Comment: None. <br /> 4. Discussion with Attorney Jonathan Driscoll concerning Consultant Contract: Attorney <br /> Jonathan Driscoll of Driscoll & Driscoll was introduced. He explained that his law firm was <br /> contracted by the Mashpec Housing Authority to review the consultant contract that was <br /> entered into between Leila Botsford and the housing authority, in May 2020 and became <br /> effective October 1, 2020 to determine whether the consultant contract had been procured <br /> properly. He discussed the need to follow procurement rules when entering into such a <br /> contract and the significant consequences the authority could face if those rules weren't <br /> followed. A memorandum prepared by Driscoll & Driscoll addressing procurement concerns <br /> relating to the contract was provided to the board in advance of tonight's meeting. After a <br /> lengthy discussion, Ms. Allen entertained a motion to authorize the executive director to <br /> work with Driscoll & Driscoll to address the issues outlined in the memorandum dated <br /> March 4, 2021. Mr. Shackett moved, Ms. Meizinger seconded to authorize the executive <br /> director to work with Driscoll & Driscoll to address the issues outlined in the <br /> memorandum dated March 4, 2021. The motion carried 3-0-0. <br /> 5. Approval of previous meeting minutes: <br /> Minutes of the Open Session held on January 14, 2021 —Ms. Meizinger moved, Mr. <br /> Shackett seconded to approve the meeting minutes of the Open Session held on January <br /> 14, 2021. The motion carried. 3-0-0. <br /> Minutes of the Executive Session held on January 14, 2021 - Mr. Shackett moved, Ms. <br /> Meizinger seconded to approve the meeting minutes of the Executive Session held on <br /> January 14, 2021. The motion carried. 3-0-0. <br /> Minutes of the Executive Session held on January 28, 2021 - Mr. Shackett moved, Ms. <br /> Meizinger seconded to approve the meeting minutes of the Executive Session held on <br /> January 28, 2021. The motion carried. 3-0-0. <br /> Minutes of the Open Session held on February 11, 2021 —Ms. Meizinger moved, Mr. <br /> Shackett seconded to defer approving the meeting minutes of the Open Session held on <br /> February 11, 2021. The motion carried. 3-0-0. <br /> 6. Treasurer's Report, Warrants for February 2021: <br /> a. Approval of Warrants for February 2021 - Mrs. Campos stated all rents at Asher's <br /> Path and Homeyer Village have been received. There are a few outstanding rents at the <br /> family site and at Great Cove Community. All residents have been contacted and all <br /> outstanding balances will be paid soon. Mrs. Campos briefly discussed the vacant units <br />
