Mrs. Campos spoke with the fee accountant, <br /> who had a few suggestions to increase the reserves, i.e. a rent increase, refinance the <br /> mortgage and apply any equity to the reserve fund balance, and obtain a current Capital <br /> Needs Assessment. A discussion ensued. <br /> e. Rockland Trust Citizens Bank Account—Mrs. Campos discussed the Asher's Path bank <br /> accounts located at Citizens Bank. She stated she is not a signer on any of the bank accounts; <br /> only Kevin Shackett and Leila Botsford are. There are three other signers who are no longer <br /> board mernbers. Because laws have changed since the accounts were first opened, in order to <br /> remove/replace signers on the accounts, Citizens requires documentation that isn't available <br /> to management. She is proposing that the authority switch the Asher's Path business accounts <br /> to Rockland'Frust since it will be extremely difficult to make changes to the existing Citizens <br /> accounts. After a lengthy discussion, Mr. Shackett moved, Ms. Meizinger seconded to <br /> open new Asher's Path batik accounts at Rockland Trust and once established, close the <br /> existing accounts at Citizens Bank. The motion carried. 3-0-0. <br /> 4. Old Business: Hazard Pay for Former Executive Director—Mrs. Campos stated she spoke <br /> with the authority's fee accountant about whether former executive director, Leila Botsford, <br /> is eligible for COVID 19 Hazard Pay. It was his opinion that she is not eligible to receive it <br /> and stated only a few executive directors if any, received COVID 19 Hazard Pay. He thought <br /> DHCD had issued guidance about this and suggested she contact DHCD about it. Mrs. <br /> Campos contacted Ben Stone, the Associate Director for Division of Public Housing and <br /> provided the members with a copy of his emailed response. Based on his response, the board <br /> would have been required to vote to amend Mrs. Botsford's contract and then DHCD would <br /> have had to approve the amendment as well. Mrs. Campos noted that the guidance was <br /> issued by DHCD in August 2020, so she contacted Mrs. Botsford to see whether she had <br /> requested her contract be amended prior to her retirement and if so, to please provide her <br /> with documentation showing the board had approved the amendment. Mrs. Botsford <br /> informed Mrs. Campos she had not made such a request to the board prior to her retirement <br /> and asked that it be presented at the next meeting. After a lengthy discussion, Mr. Shackett <br /> made a motion to deny amending the former executive director's contract for Hazard <br /> Pay. Ms. Meizinger asked whether the matter could be deferred until the next meeting. After <br /> further discussion, Ms. Meizinger asked that the matter be revisited at the end of the agenda. <br /> Ms. Allen agreed. <br /> 5. New Business: None. <br /> 6. Correspondence:.A Public Records request was received from Leila Botsford.
