Mashpee Housing Authority (MHA) has thirty units of public housing that make up the 4001 <br />budget, and seventy-one units of MRVP (including project -based units) which make up the <br />MRVP budget. The MRVP program is funded by an admin fee of only $50.00 per unit per <br />month, which is not enough to maintain the program. He illustrated the salaries and benefit <br />costs as indicated on the budget as follows: 4001 Admin Salaries cost $154.00 per unit per <br />month, with benefits at $83.00; where as the MRVP can only afford $38.00 in Admin <br />Salaries, and $3.00 in benefits. The major impact on the 4001 budget is unit turnover costs, <br />DHCD is working with the Housing Authority to fund unit turnovers through the Capital <br />Fund. The rising costs of expenses along with the low admin.fee rate on the MRVP program <br />has forced M.l-lA to dwindle their reserves. Mr. Joy informed the board that the agency will <br />need an augmentation plan with DHCD moving forward to assist in maintaining the required <br />reserve levels since there is not another Housing Authority in the state that is in this situation. <br />He reviewed the operating reserve levels from the last three years, with this year's <br />submission at a negative level of $61.00, therefore a zero reserve. Since the 4001 budgets <br />must pick up the share of the underfunding on the MRVP program, Mr. Joy recommends <br />requesting DHCD to increase the subsidy for MHA within the ANUEL. He then reviewed <br />the ANUEL with the board; the budget guidelines limit the ANUEL calculation to 4% above <br />the previous year. The total subsidy requested is $92,501, plus $1,350 for fire stops, a total <br />subsidy requested of $93,401. Mr. Joy then reviewed the individual budgets for the 4001 & <br />MRVP programs, highlighting the regular income and expenses, as well as the extraordinary <br />maintenance items. After a brief discussion, Ms. Allen moved to approve the submission <br />of both the MRVP & 4001. budgets as presented; Seconded by Mr. Shackett. Motion <br />Carried 3-Ayes, O-Nays. <br />6. Executive Director's Report & Updates (Board vote as needed) — Ms. Conn reviewed the <br />CPC Applications for both Breezy Acres, & Florneyer Village as submitted to the CPC. The <br />CPC has invited Ms. Conn for an interview on Thursday, December 2, 2021, at 6:30 pm. <br />Ms. Conn reported that all rents were paid as agreed, except for two residents, which will be <br />receiving 30-day notices to quit. Ms. Conn reported that both Maintenance Staff at Brewster <br />Housing Authority have given notice and that an ad has been placed to fill the full-time <br />position. <br />7.
