Report of the <br />Community Preservation <br />Committee <br />To the Honorable Board of Selectmen and the <br />Citizens of the Town of Mashpee: <br />At the May 2005 Annual Town Meeting, the <br />Town of Mashpee adopted the provisions of the <br />Community Preservation Act (CPA) to replace the <br />Cape Cod Open Space Land Acquisition Program <br />(Land Bank) and dedicate a 3% property tax surcharge, <br />along with state contributions that are made available <br />to the Town of Mashpee under the Community <br />Preservation Act, to the Community Preservation Fund <br />that may be appropriated and spent for certain Open <br />Space purposes, Recreation purposes, Historic <br />Resource purposes, and Community Housing purposes. <br />The Community Preservation Committee is a <br />nine -member committee charged with reviewing the <br />needs, possibilities and resources of the Town of <br />Mashpee with regards to community preservation. The <br />Community Preservation Committee is responsible for <br />Community Preservation Fund appropriations and <br />borrowings making recommendations to Town <br />Meeting, the legislative body for the appropriation of <br />all CPA funds. <br />Since its inception, Community Preservation <br />funding has supported a multi -year program to expand <br />the Heritage Park Recreational facility. This includes <br />the popular Splash Pad, and the Tiger Long Playground <br />with increased parking and lot lighting. Additional <br />recreational projects supported by the CPA include the <br />Quashnet School Helping Hands Playground, the Kids <br />Klub Pre-school Playground and the K.C. Coombs <br />School Therapeutic Playground. Funding has also <br />allowed for the reconstruction of the tennis courts at <br />the Quashnet School, and track resurfacing at the <br />Mashpee High School. Recreation projects also <br />include the reconstruction of the twenty-year old tennis <br />and basketball courts at the Middle School/High School <br />and improving playground equipment at both the K.C. <br />Coombs and Quashnet Schools. At the Town beach, <br />the Attaquin Park Playground was rejuvenated to <br />improve the recreational facilities for Mashpee and its <br />visitors. CPC funding has also supported the creation <br />of (8) community pickleball courts on Ashumet Road. <br />Under Historic Resources, the Old Indian <br />Meetinghouse was restored, and the One Room <br />Schoolhouse was relocated to the Community Park and <br />refurbished. The Mashpee Archives building was <br />preserved and restored in a two -phased project. <br />Additional CPA funding has supported an <br />Archaeological Survey and the restoration of the Town <br />Archives Holdings for Display. Funding was also <br />made available for the Town Clerk to preserve Vital <br />Records. Funding was also allocated for Phase I of the <br />Town Clerk's Historic Document Restoration project. <br />A Historic District sign project is also planned to depict <br />and promote Mashpee's unique history. In honor of the <br />20th anniversary of the Mashpee National Wildlife <br />Refuge, a historic booklet was funded to promote <br />awareness of this valuable resource. Funding has also <br />supported planning to honor Mashpee American War <br />Veterans. The Mashpee War Monument was also <br />funded to recognize and pay tribute to all veterans from <br />the Town of Mashpee. CPA funding was also approved <br />to restore and preserve one of the few remaining <br />historic buildings in the Town, the Tribal Parsonage. <br />The CPA has continued to support Habitat for <br />Humanity in the construction of affordable homes in <br />the Town of Mashpee deemed affordable in perpetuity. <br />Funding was also earmarked to rehabilitate the <br />Mashpee Village Apartments, and to support on two <br />occasions the three-year Housing Assistance Program <br />administered by the Mashpee Housing Authority. In <br />addition, the CPA contributed to the Breezy <br />Acres/Great Cove affordable family rental housing <br />project. The Affordable Housing Trust also received <br />funding to assist in the acquisition and subsequent <br />development of affordable housing in the Town of <br />Mashpee. The CPA purchased property identified as <br />12 Cypress Circle for affordable housing placing the <br />1.2 acre property under the care and custody of the <br />Affordable Housing Trust. <br />Land acquisitions of significance include the <br />Mills Family Lands,15.24 acres at Santuit Pond, a CPA <br />contribution towards the purchase of the St. Vincent's <br />property now known as the Pickerel Cove Recreation <br />Area and the acquisition of 4.2 acres of property <br />identified as 9 Quashnet Road. CPA funding also <br />sustained the purchase of the Littleford property 23.6 <br />& 0.856 acres respectively for open space and passive <br />recreation purposes. <br />122 <br />
