Successful CPA endeavors to improve upon the <br />environment encompass the Santuit Pond Restoration <br />project using an aeration and circulation system and the <br />two -phased Shellfish Propagation/Estuary Restoration <br />Project deemed successful in the restoration of shellfish <br />populations and the reduction of eutrophication in the <br />estuaries. <br />This project will be greatly beneficial in removing <br />nitrogen to improve water quality and meet TMDL <br />requirements to offset costs associated to sewering. <br />New projects include the restoration of the Upper <br />Quashnet River system in the John's Pond conservation <br />area to improve water quality, aquatic and riverbank <br />habitat. CPA funds were appropriated to fund the <br />Garner Bogs/Upper Childs River restoration project. <br />The goal of this project is to create a cold -water fishery <br />in the Upper Childs River and to restore the abandoned <br />Garner and Farley cranberry bogs to wetlands. <br />Additional recreational projects beneficial to the <br />Town and its visitors include the two -phased John's <br />Pond Beach Improvement project, the Heritage Park <br />bathhouse/pavilion project and the Great River Boat <br />Ramp reconstruction project which now incorporates a <br />double ramp design, a kayak launch and the <br />reconstruction and enlargement of the parking area <br />with improved drainage and bio-retention. The old <br />wooden structures at the Ockway Bay Boat Ramp and <br />Edward A. Baker Boat Ramp at Pirates Cove have been <br />replaced and upgraded with aluminum marine -grade <br />material with the use of CPA funding. The Ockway <br />Bay Boat Ramp project received phase II funding to <br />reconstruct the parking lot and develop a site plan. <br />CPA funded projects include the beautification <br />and re-establishment of the Mashpee Community Park <br />located across from Town Hall. On site is the One <br />Room Schoolhouse and Veterans Memorial Garden. <br />The two -phased project added a band pavilion and <br />handicap restroom facilities located at the Archives <br />building. A host of recreational events, concerts, and <br />artisan events are planned for the upcoming season. <br />Adjacent to the Community Park is the Community <br />Garden, also funded through the CPA. This project <br />received additional funding to reconstruct the garden <br />areas, and to support additional site improvement to <br />public areas. <br />In order to conform to the economic development <br />strategy of the Town to promote more lands for public <br />use, funding was allocated to the Santuit Pond <br />Preserve, a valuable property for wildlife habitat and <br />trails. The CPA funded project supported the <br />construction of a 10-vehicle parking lot off Route 130 <br />for public access and removed an old metal storage <br />building. Funding has also supported the Mashpee <br />Greenway project. In addition, a new Mashpee Trail <br />Map Guide booklet has been funded to provide key <br />information and mapping for recreational activities. <br />The Community Preservation Committee wishes <br />to acknowledge the continued support of the Board of <br />Selectmen, the Town Manager, the Assistant Town <br />Manager and Town Meeting in making community <br />preservation a continued success while enhancing and <br />beautifying the Town of Mashpee for the present and <br />for the future of community preservation. <br />Respectively submitted, <br />Andrew Gottlieb, Chair <br />Dawn Thayer, Vice -Chair <br />Brian Hyde, Clerk <br />Richard Halpern <br />Ed Larkin <br />Chad Smith <br />Mary Waygan <br />David Harsch <br />Lynne Barbee <br />Report of the <br />Conservation Commission <br />To the Honorable Board of Selectmen <br />and the Citizens of the Town of Mashpee: <br />Mission Statement: <br />The Mashpee Conservation Commission is <br />responsible for the protection and preservation of the <br />town's precious wetland resource areas and the values <br />they provide by utilizing the provisions set forth in the <br />Massachusetts Wetlands Protection Act (MGL Ch. 131 <br />§ 40) and the Chapter 172 Wetland Protection By-law. <br />Furthermore, it is the mission of the Conservation <br />Commission to manage, monitor, protect and enhance <br />Mashpee's conservation lands and open space parcels <br />through our Chapter 173 Conservation Land Bylaw for <br />the benefit of native flora and fauna and public passive <br />recreational use. <br />123 <br />
