Report of the <br />Human Resources Department <br />To the Honorable Board of Selectman and the <br />Citizens of the Town of Mashpee: <br />It is my privilege to submit the Annual Report of <br />the Department of Human Resources. The Human <br />Resources Department is committed to serving the <br />Town of Mashpee employees in the most efficient and <br />effective way possible. Our services include <br />recruitment, compensation and benefits management, <br />payroll, staff training and development, labor law <br />compliance, employee relations and human resource <br />management. <br />Additionally, the department deals with a wide <br />variety of issues relative to quality of life in the <br />workplace and seeks to improve the effectiveness of <br />town services by recruiting responsible, qualified <br />personnel and by retaining and developing current staff. <br />Mashpee is committed to the pursuit of a diversified <br />workplace. <br />We are a resource department that provides <br />assistance and support to all department heads and <br />employees on personnel matters under the general <br />guidance of the Town Manager, with daily operations <br />overseen by the Human Resources Director, the <br />Assistant Human Resources Director/Payroll <br />Administrator, Benefits Administrator, and a Human <br />Resources Assistant. Our department is designed to <br />help department heads and employees do their jobs <br />more efficiently and effectively. <br />The department handled numerous personnel <br />transactions relating to vacancy postings and <br />advertising, interviewing, selection, enrollment and <br />orientation of new employees, promotions, transfers, <br />retirements, leaves of absences and resignations. <br />In addition to year-round hires, we coordinated <br />the hiring of seasonal employees for the Recreation <br />Department's Beach and Summer Camp Staff, <br />Seasonal Laborers and Custodians for the Department <br />of Public Works, Town Clerk's Sticker Sales, Seasonal <br />Circulation Assistant at the Library, and Assistant <br />Harbormasters and Waterways Assistants for the <br />Department of Natural Resources. <br />We tracked performance appraisals, probationary <br />reports and leave of absences, assisted with budget <br />information, prepared the Town's unfunded liability <br />report, checked and processed employee change of <br />status forms, coordinated entry-level physicals and <br />drug and alcohol testing under the Department of <br />Transportation Laws, attended grievance hearings, <br />Safety Meetings, Inclusion and Diversity Committee <br />Meetings, Town Meetings, and the annual Cape Cod <br />Municipal Health Group Benefits Meeting. <br />The Human Resources Department staff is <br />responsible for management of new employee <br />orientation and benefit enrollment; administers and <br />coordinates open enrollment and on -going <br />communication with employees and vendors for the <br />Town's health insurance, life insurance and dental <br />insurance programs, retirement and 457 plans, short- <br />term disability plans, an eye med program, and other <br />optional insurance plans. We provide information about <br />the Town's Employee Assistance Program. We also <br />assist with providing information for unemployment <br />claims, attend hearings and prepare the filing for the <br />Town's seasonal designation with the Mass. Division <br />of Unemployment. We processed employment <br />verification requests and provided statistical <br />information for State and Federal EEO reports. We <br />continue with the maintenance and processing of <br />employees' vacation, sick, personal and compensatory <br />requests. <br />The Assistant Human Resources Director/Payroll <br />Administrator assisted the Human Resources Director <br />in managing the human resources program and <br />provided general guidance and direction to the human <br />resources staff. The position is instrumental in utilizing <br />and updating the functionality of the payroll system in <br />order to increase accuracy when extracting salary and <br />benefit data and when processing the bi-weekly Town <br />and School payrolls. All payroll functions and W-2 <br />processing are performed in-house. The position also <br />provides estimated costs for proposed contract <br />settlements, completes retro calculations when <br />applicable, and reviews Town salary budgets for <br />accuracy. Weekly, monthly, and quarterly remittances <br />and reconciliations are performed in accordance with <br />federal and state regulations. <br />The Human Resources Assistant performs <br />professional, administrative and technical work to <br />support the Town's personnel programs, ensuring <br />compliance with state, federal and local personnel laws <br />and regulations.
