and promotional process, testing, custody and <br />maintenance of the Town's personnel files, and <br />employee training records, and assists with the <br />administration of employees' benefits and programs. <br />She continues to manage the Town's performance <br />review system. <br />The Benefits Administrator coordinated the <br />annual employee benefits fair in the spring as well as a <br />retiree benefits fair in November. The Administrator <br />was instrumental in the introduction of a high <br />deductible health plan (HSA plan) offering for all <br />eligible town and school employees. Multiple wellness <br />programs were also held throughout the year to <br />promote health and safety to all town and school <br />employees. The Benefits Administrator conducts audits <br />of benefit payments, enrollment and changes <br />throughout the year and assists employees and retirees <br />with any questions regarding plan changes and <br />coverage. The Administrator conducted numerous new <br />hire orientations. The Administrator also handles all <br />workers compensation and injured on duty claims. The <br />Employer -Provided Health Insurance Offer of <br />Coverage Forms 1095-C are prepared by the Benefits <br />Administrator, in accordance with Affordable Care Act <br />(ACA) regulations. <br />For the upcoming year we will continue to make <br />every effort to support the goals of Administration and <br />to continue to be fiscally responsible by our <br />involvement with benefits management, payroll <br />processing and continue to adhere to employment laws. <br />Human Resources will continue to play a role in <br />ensuring that we have high performing and engaged <br />employees who are equipped to deliver the best level <br />of service. We will continue to work diligently to keep <br />all areas of the department flowing as we actively <br />pursue professional opportunities to learn, grow and <br />become even more proficient in our roles for the Town. <br />I would like to thank the Human Resources <br />Department staff, Assistant Human Resources <br />Director/Payroll Administrator Susan Lumping, <br />Benefits Administrator Tracy Scalia and Human <br />Resources Assistant Autumn Ohlsen, for their hard <br />work, commitment, and invaluable contributions this <br />past year. Landry <br />Human Resources Director <br />Report of <br />Mashpee Human Services <br />Department <br />To the Honorable Board of Selectmen and the <br />Citizens of the Town of Mashpee: <br />The Mission of the Human Services Department <br />is to connect Mashpee residents with the resources and <br />solutions during times of need, with the goal of <br />building a strong and integrated community. The <br />Department provides Information and Referral; <br />Clinical Services to Individuals and Families; Short <br />Term Counseling; Case Management and Advocacy; <br />Assistance with Financial Difficulties; Substance Use <br />Referral to Treatment; Fuel Assistance and Community <br />Development. The Department works with individuals <br />of all ages. <br />In Support of this mission Mashpee Human <br />Services Chairs the Mashpee Substance Use Task <br />Force and plays an active role in regional groups and <br />coalitions, including: The Upper Cape Representative <br />to the Barnstable County Health & Human Services <br />Advisory Council; The Town Representative to the <br />Barnstable County Human Rights Commission: Town <br />Representative to the Barnstable County Regional <br />Substance Use Council and a member of the Prevention <br />Subcommittee. Also a member of the newly formed, <br />Mashpee Inclusion and Diversity Committee. Also, the <br />Department also oversees 12 contracts with outside <br />agencies who provide services to Mashpee residents: <br />Non -Profit Agency Funding for 2019 <br />AIDS SUPPORT GROUP $982.00 <br />Direct Service for people infected with HIV and <br />AIDS, NARCAN training and support <br />BIG BROTHER/BIG SISTER $666.00 <br />One on one adult mentoring of at risk children <br />CAPE COD CHILD DEVELOPMENT $2,697.00 <br />(closed its doors on 8/19-no funding) <br />CAPEABILITIES $1,331.00 <br />Comprehensive rehabilitation and training <br />For individuals with disabilities <br />COMMUNITY HEALTH CENTER $3,461.00 <br />Primary care services <br />139 <br />
