16 Great Neck Road North <br />-%lashpee, Massachusetts 02649 <br />a 75 ft. vegetated buffer. Additionally, based on the Public Hearing with the Conservation <br />Commission, they relocated the village green to the east of the parcel to be more contiguous of <br />the golf course. The buffer along the wetland village green area has been enhanced. They are <br />proposing a small storm water management forebay. The water quality enhancement on <br />Quinaquisset will be a significant benefit to the public. The road width has been increased to <br />20ft. The turnaround for the fire truck eliminates the private driveways off the T turn, which thus <br />eliminates conflict of parked cars by homeowners. The overall lawn area is well under the 20% <br />mentioned in the special permits. The entrance geometry was not altered but the road width <br />increased to 20ft. which allowed for more maneuvering. They went from almost 46,000s.f. of <br />wetland impact to 7,600s.f. Mitigation will be provided to bog 1 and 2. Prior plan included three <br />bogs, and has been reduced by one bog. This wetland restoration spans over two acres, over <br />88,000s.f. From a conservation standpoint, buffer impacts, enhancing Quaker Run, and <br />restoration, will restore this area to a natural state. Once they get to a point where the Board is <br />happy with the layout, they will address and revise the grading and stormwater design <br />management details. There are significant cost efforts that go into that design plan and if it <br />keeps changing it gets costly. As you shift aspects of the plan, then the layout affects the <br />elements. <br />Mr. Balzarini commented there is still stormwater further past the entrance. He asked if that <br />was Willowbend. <br />Mr. Eddy noted there will be improvements there. The DPW Director asked them to provide <br />Cape Cod berm along Quinaquisset Ave. From the entrance there will be Cape Cod berm that <br />will not only direct but control drainage. Then a forebay will address the whole shoulder. <br />Mr. Balzarini inquired about the restoration process for the cranberry bogs. <br />Mr. Eddy answered that Fuss & O'Neil were brought on as experts in bog restoration. The <br />bogs are currently active and farmed. They are mowed yearly and require the use of fertilizers <br />and pesticides. The restoration process involves a combination of micro -topography highs and <br />lows to restore the system. Eventually, Quaker Run will be more meandering when restored. <br />Mr. McElhinney commented when they met on May 4th they had a very detailed discussion on <br />mitigation and bog restoration. The Commission felt it was a complex environmental project so <br />they want to engage an independent peer review and go through the wetlands. They will look <br />at the wetlands engineering issues. <br />Mr. Eddy noted as a result of that hearing, Drew McManus, Conservation Agent, believes this <br />is an overall environmental benefit for the area with this project. <br />3 <br />
