Seconded by Ms. Waygan. All in favor. <br />Willow Circle <br />MOTION: <br />Mr. Richardson made a motion to approve the invoice 2023-2143 for the amount of <br />$517.88. Seconded by Ms. Waygan. All in favor. <br />CHAIRWOMAN'S REPORT <br />Water Quality Issues <br />There is a letter from the Town Manager that explains the special election November 28t", polls <br />are open from 7-00a.m. to 8-00p.m. This is regarding the vote on the bonds to fund the <br />wastewater collection treatment and other associated costs. The Town Manager's website can <br />be referenced for further details. <br />TOWN PLANNER REPORT <br />Harbor Management Planning Committee Update <br />Mr. Lehrer did not attend, they have not met in some time. They are in production mode and <br />coming into the closure of year one of development of that plan, he has no further update. <br />Housing Production Plan <br />The Affordable Housing Committee was not able to meet. Mr. Lehrer had a productive meeting <br />with the Chair of the AHC and Tribal representatives from the Tribal Housing Commission. In <br />the Housing Production Plan there was discussion about marketing and tenant selection and <br />the local preference policy, the Town will be seeking legal opinion relative to the inability to do <br />local preference as defined. He left feeling positive. The needs assessment has been <br />completed and the survey is now closed. They have met on goals and strategies and <br />committee members will offer comments before the Planning Board will do the same. He <br />reached out to the Town manager for a joint meeting. He will receive the draft and he will <br />deliver it to the Board. More to come soon. <br />BOARD MEMBER COMMITTEE REPORTS <br />Cape Cod Commission- The Regional Housing Strategy and the Assistant Town Manager <br />wanted to engage with local stakeholders, there was a mapping <br />exercise to identify ideal sites for affordable housing. They did a <br />decent job, and made some progress relative to that work. They <br />know our HPP is coming forward, hopefully they don't issue theirs <br />before ours is done. We are working with different resources to <br />11 <br />
