C:7 <br />Select Board <br />Minutes <br />March 11, 2024 <br />APPOINTMENTS & HEARINGS <br />Barnstabl,emCounty Human Rights Advisory Commission, Mariew,Younger ,Town Liaison: <br />The Mashpee Select Board met with Marie Younger Blackburn, a long-standing resident and recognized leader <br />for her expertise in diversity, equity, and inclusion. Previously, Ms. Younger Blackburn served as Chair of the <br />Mashpee Housing Authority and Mashpee Human Services Committee. <br />Ms. Younger Blackburn has interest in serving as the Town Liaison to the Barnstable County Human Rights <br />Advisory Commission (HRAC). The Commission is comprised of nine voting members and two alternates to <br />reflect the diverse population. The liaisons play an important role in addressing human rights issues which <br />extend beyond municipal boundaries. <br />Motion made by Selectman Sherman to appoint Marie Younger Blackburn to the Barnstable County <br />Human Rights Advisory Commission as the Town of Mashpee Liaison. <br />Motion seconded by Selectman Wyman -Colombo. <br />VOTE: 5-0. Unanimous. <br />Roll Call Vote: <br />Selectman Cotton, yes Selectman Sherman, yes Selectman O'Hara, yes <br />Selectman Weeden, yes Selectman Wyman -Colombo, yes Opposed, none <br />Public Comment: <br />Mark Cohen of Manitoba Road conveyed concern with respect to Article 28 of the Annual May Town Meeting <br />warrant proposed to complete the private to public road conversion process for various roads within the South <br />Cape Estates area. Photographs of the stormwater runoff were presented during severe rain events. Paving the <br />entire neighborhood would severely impact the environment of the Great River. <br />In other matters Arden Cadrin of Sturgis Road commented on the lack of enforcement for the Flow Neutral <br />Bylaw adopted in 2021. In concern, Ms. Cadrin made note of the Willowbend Cranberry Point development <br />project currently under review. A mandate of the Flow Neutral Bylaw and SRF loan require one bedroom per <br />10,000 square feet under private or municipal sewer systems and the developer is requesting 48 units when <br />only 16 are allowed. This matter is scheduled for review by the Planning Board on April 20, 2024. <br />
