16 Great Necks RoadNorth <br />-Mashpee, -Massachusetts 02649 <br />Mr. Pesce would like a letter for the Board of Health with no hazardous materials being stored <br />on site that will impact water quality. The applicant will provide a water quality report and a <br />planting plan, it shows where plantings will go. Trash removal will be limited to 7:00am-5:00pm <br />Monday through Friday and 8:00am-3:00pm Saturday, with no work Sunday. Hours of <br />operation will be similar, 7:00am-5:00pm and no weekends. <br />Roger Brooks with Capewide Construction noted the entryway to the facility has plenty of room <br />for a trailer to be completely off the road at 80 feet. A trailer is 53 feet and a tractor is 20 feet. <br />Mr. Balzarini recalls the special permit that gave the property behind this location the right to <br />access, he would imagine they would have to pay, but was that avenue explored? The entry <br />way could come off Rt. 130. People wouldn't mind this project if the entryway was Rt. 130. He <br />asked last meeting to look into it. <br />Mr. Hansen is sensitive towards the residents and this residential road. He would like to <br />respect the residential nature of the street, and he would like to see signs for no parking. <br />Mr. Pesce stated the Stormwater Management Plan is adequate and most of the stormwater <br />report contains nitrogen loading and phosphorus, he received it all from Zachary Basinski who <br />stamped the plan from Bracken Engineering. There are a couple standing items but he will <br />prepare the report and is obligated to provide revisions, but they are minor technical items that <br />would not hold up this approval. Review comments need to be responded to as well as the <br />revised plan for his review and to his satisfaction. He would also like to add for the Board's <br />consideration a condition after two years of construction the roadway be inspected by him and <br />the applicant to see about truck damage, traffic, and fix any repairs. He would also endorse <br />that the stormwater management is allowed and follows this policy and satisfies this section of <br />bylaw. <br />Ms. Faulkner did her research and considered if this business is allowed in C3 zoning based <br />on the table of use regulations. The applicant relies on 174-25 principal retail business and <br />consumer establishments built in C1 or C3, lumber is added, and shows a picture of a lumber <br />yard with stuff inside and outside. <br />Mr. Hansen posed a follow up question to Mr. Pesce about a predevelopment water shed plan, <br />he referred to the residential portion of the property, and the flow path down hill on the far side <br />onto Ashumet Road, it shows rainwater or stormwater running onto the road. <br />Mr. Pesce noted the standard way in which we model current flow and amount of flow by <br />looking at the flow path. The property is broken up into small drainage areas, they determine <br />the longest flow path and end in discharge. They aren't altering or obligated to change any of <br />it, it's not contaminated with stormwater components, it's the extreme storm events that would <br />have some discharge, their requirement is to manage stormwater from A-C.
