(Continued from 4/3/2024) <br />Applicant: Joao Junqueira <br />Location: 474 Main Street (Map 27-21-A) and 31 Ashumet Road (Map 27-21- <br />8) <br />Request: Applicant proposes to construct a 4,752 sq. ft. commercial building <br />for retail sales of water -related products with indoor and outdoor <br />storage. <br />Arden Russell- She wasn't here last meeting, so she apologizes for any repetition. She is <br />concerned about this proposed use in her neighborhood. She did some digging on the <br />application, and it appears that this use does not meet zoning from the use table. The plan <br />shows significant outdoor storage in large undefined paved areas, outdoor storage is also not <br />a use in this zoning. This project does not meet the requirements of groundwater protection, <br />there is more than 15% impervious, and she is unsure if a water quality report has been done. <br />Bare minimum it needs to, clean water needs to meet those terms. Why are applications that <br />don't meet basic requirements being accepted? This project cannot be approved. <br />Mohamad Fand- He stated the proposed project is located in groundwater protection, giving <br />more details off of what Arden mentioned. The proposed project renders 29% of total <br />pavement and building, anything above 15% is denied. Special permits may be approved only <br />if determined by applicable bylaws, which pose issues with the groundwater. <br />Diane Pocknett- She is most concerned about large trucks coming down the dead-end street. <br />There will be fumes and road damage and there is an open pool at the condos with children <br />playing. <br />Kimberly Whitney- There was no indication of proposed plans, she doesn't want to see large <br />building signs on her street, those need to be on Route 130. Her other points regard <br />turnarounds and on -street parking. A plan needs to be developed for trucks turning around and <br />where they will be parking until the building opens. At the end of the day her main concern is <br />safety for all. <br />Christopher Kirrane, the attorney representing the applicant is present this evening to address <br />anything else the Board has. He provided comments to Mr. Fand's concerns regarding the <br />rendering of more than 15% lot area impervious, and that is incorrect. Under 174-82.4 special <br />permit uses, this Board can grant a special permit provided a storm water management plan is <br />provided to this Board and reviewed. This is a retail business for plumbing apparatuses that <br />move wastewater and water, that's what they sell. Materials go to the end user, that is retail. <br />The water quality report could be conditioned with a satisfactory review from consulting <br />engineer. There could be a small sign stating bus stop ahead. Semi -trailers will not be coming <br />every day or on weekends. Everything has been addressed, and this is not a prohibited use. <br />3 <br />
