Presentation Discussion and Apf1Tpyal _of the Follow' <br />"A µResolution Adolatm the, Town of Mashlmree, MA.n Hazard Mitigation Plan Ul.,date 2023" <br />Evan Lehrer, Community Development Director presented the updated Hazard Mitigation Plan to the Select <br />Board for adoption. The Plan was approved by MEMA and FEMA Region 1 in early 2024. With the Select <br />Board's approval of the Plan and Adopting Resolution, the document will be forwarded to FEMA for formal <br />approval. <br />Formal adoption would allow for eligibility to receive FEMA mitigation grant program funds. <br />The Plan is noted to identify mitigation goals and actions to reduce or eliminate long-term risk to people and <br />property in the Town of Mashpee from the impacts of future hazards and disasters. <br />Mr. Lehrer indicated the document has been publicly reviewed with stakeholder engagement, identification, <br />and participation. There are no major changes to the update. The Plan is comprehensive and consistent. <br />Motion made by Selectman Cotton to approve and execute A Resolution Adopting the Town of Mashpee <br />Hazard Mitigation Plan Update 2023. <br />Motion seconded by Selectman Wyman -Colombo. <br />VOTE: 5-0. Unanimous. <br />Roll Call Vote: <br />Selectman Sherman, yes Selectman Weeden, yes Selectman Wyman -Colombo, yes <br />Selectman Cotton, yes Selectman O'Hara, yes Opposed, none <br />PUBLIC COMMENT <br />In concern with the state of the ponds Susan Dangel, Save Mashpee/Wakeby Pond Alliance commented on the <br />cyanobacteria advisory and its adverse effect on humans as well as animals. Last February Ed Eichner of <br />SMAST gave a report on the Water Quality Monitoring Program for the Popponesset Bay and Waquoit Bay <br />Estuaries. He stated that a management plan for the diagnostic study would be presented to the Select Board in <br />April. This document has not been made public. <br />Ms. Dangel also stated the condition of Mashpee/Wakeby is bad. There is no oxygen on the bottom of either <br />lake. The Select Board was requested to consider posting an advisory, and discussing the state of the ponds <br />further. In addition, it was recommended that a letter be sent to the Town of Sandwich regarding the Village <br />Green 40B project as the proponents have requested a waiver for their wastewater permit. There are deep <br />concerns with respect to groundwater and stormwater runoff entering the Mashpee/Wakeby Ponds. <br />With regards to the Hazard Mitigation Plan, Meredith Harris indicated there is no representation from <br />wastewater on this committee. When the plan was written, the Wastewater Superintendent was newly hired and <br />should be considered for membership. The Sewer Commission has had a vacant seat for the past several months. <br />The Select Board was requested to assist with membership requirements. <br />
