AAA.. <br />Interview, Discussion„ and Possible Appointment of the Following: (continued) <br />Cultural Council Member „at Lar 2e (Term Ex wires September 30, 2026 Celeste Kramer: <br />The Select Board interviewed and discussed the interests of Celeste Kramer to service the Cultural Council as a <br />Member at Large. All necessary paperwork in adherence to Policy No. 1 was included in the application. <br />Motion made by Selectman Wyman -Colombo to appoint Celeste Kramer to the Cultural Council as a <br />Member at Large with a term to expire; September 30, 2026. <br />Motion seconded by Selectman Cotton. <br />VOTE: 5-0. Sherman, yes Selectman Weeden, yes Selectman Wyman -Colombo, yes <br />Selectman Cotton, yes Selectman O'Hara, yes Opposed, none <br />Discussion, and Approyal of Parsonage Restoration Proj„ect,wMemorandum of Understandu : <br />Selectman Weeden, an Officer of the Mashpee Wampanoag Tribe recused himself from discussions regarding <br />the above referenced topic of discussion. <br />Town Manager Rodney C. Collins presented a revised Memorandum of Understanding (MOU) relative to the <br />Parsonage Restoration Project to the Select Board for review and approval. The project received CPA funding in <br />May of 2019 at the Special Town Meeting to restore the Parsonage. <br />At the time of funding, the building needed restoration. At present, the structure itself is in a state of great <br />desperation and prioritized for restoration. <br />A Memorandum of Understanding between the Mashpee Old Indian Meeting House Authority, Inc., and the <br />Town of Mashpee regarding the release of funds from the Community Preservation Fund was prepared. Due to <br />unacceptable conditions, the document was never executed between the respective parties. <br />With the assistance of Town Counsel, a revised MOU was presented to the Select Board which is also required <br />to be voted upon by the Community Preservation Committee. The previous MOU expired by its own terms on <br />July 1, 2020 without fulfillment of the terms and conditions set forth. <br />The project is subject to the recording of a Preservation Restriction to assure the subject historic property and its <br />intrinsic values will be preserved through any subsequent ownership by restricting the demolition or alteration of <br />its significant historic features. <br />The CPC in its deliberations regarding the Town Meeting voted to approve CPA funding for the Parsonage <br />Restoration Project noting the historic significance of the Parsonage and emphasized the need to afford <br />predetermined public access to the Parsonage. Public access is a requirement for the use of CPA funds, and shall <br />be detailed in a supplemental MOU in consideration of the commitment of Town funds to its preservation. <br />Discussion followed regarding the Term of MOU and Funding Requirements, Item e. All payments to be <br />terminate/disbursed prior to July 1, 2025. All duties and obligations shall cease and become null and void as of <br />July 1, 2025. It was agreed the date would be amended on the MOU to July 1, 2026 to allow for potential <br />contracting delays. <br />
