With Town Conservation Open Space, the <br />town cannot do what they want. A Town Meeting vote cannot <br />remove the Conservation title, to undo is a bigger process <br />requiring: Conservation, Select Board, Town Meeting, then <br />State House, and will require 2/3 vote by the House and <br />Senate, then the Governor, and it must be replaced with new <br />open space. <br />Design Review- <br />No Meeting <br />Plan Review- <br />No Meeting <br />Environmental Oversight <br />Committee- <br />No updates, still solidifying mission statement. Ms. Waygan <br />will send Mr. Oakley a sample RFP for an open space and <br />recreation plan update. <br />Historic District Commission- <br />No Meeting <br />Roger Brooks- He is with Capewide Construction commenting on a correspondence from the <br />agenda. He met with Mr. Clapper on site and had a question about what was done. He was on <br />vacation the afternoon the 13 trees were installed, there were 13 trees on the plan. We agreed <br />during the hearing, as a gesture of goodwill, to add trees along the property line. There was a <br />75 ft. town owned buffer between his property and what they were working on. In the spirit of <br />the whole back and forth, it was stated to do what was done at Franey Labs with white pines. <br />They liked the buffer those white pines provided. During the hearing it was 8-foot trees 8 foot <br />on center. White pines shouldn't be that close. He talked to people at the garden center that <br />also instructed they do better at 12-15 feet apart. He laid them out at 8 feet, and it looked tight, <br />then he went next door to Franey Labs and measured all straight and 10 feet on center. <br />Ms. Waygan understands but the conditions said 8 feet on center. She talked to Mr. Clapper <br />who said he was going to reach out to the company. <br />The Building Department stepped in and felt what was done was appropriate. The electrician is <br />coming tomorrow on his expense due to lighting issues. <br />ADJOURNMENT <br />MOTION: <br />Mr. Balzarini made a motion to adjourn the meeting of the Planning Board at <br />9:07p.m. Seconded by Mr. Richardson.
