All in favor.
Mr. Pesce visited the site on Friday and there was some clearing there, not much else, the trees
are out of the way and Pastore Construction is the site contractor. Kevin Mahoney called him to
inform that all is well and they will install the construction entrance. Mr. Pesce told him to sweep
the road and follow up after all sub -contractors. He agreed and understood. The crushed stone
entrance will be added once everything is hauled out to alleviate more debris.
Casper Circle Invoice #2024-2227: $4,774.54
MOTION:
Mr. Richardson made a motion to approve invoice #2024-2227 in the amount of
$4,774.54. Seconded by Mr. Balzarini. All in favor.
This project is closed out. While he was traveling, he was able to approve the final as built via
email the night of the last meeting.
Ockway Highlands
Mr. Pesce wanted to provide an update. He was on site last Thursday afternoon with the
developer Mr. Morin. The area he was asked to reseed was growing nicely and in good shape.
This Board voted to release the tripartite agreement, as all requirements were met. Mr. Pesce
did ask for a surety of $2,000.00, but the surety was never provided. However, performance is
looking fine. He wants to confirm one last time in October.
He walked the area of Blue Castle Drive that was not paved. Mr. Morin was required to install
crushed stone swales, and he rebuilt them last October. The other section is closer to the new
subdivision, and that road is a combination of gravel and old pavement. The neighbors are
trying to get that addressed. Some homeowners are not accepting the HOA. There are 3-5
potholes Mr. Pesce would like Mr. Morin to fill as a good faith effort. Outside of that, he has
done everything this Board has asked. He put down the recycled asphalt material, compacted
it, and it looked great. It wasn't going to last a year, and we see evidence of potholes because it
didn't last. Even if we keep adding more, it won't last. He would disagree with the argument that
the road is inaccessible, and any emergency vehicle can access Blue Castle Drive. The DPW
Director mentioned residents requested a petition for this to be made a public way. She is
waiting on input from the Planning Board. He would recommend they proceed with the public
way petition, but that is up to property owners.
Mr. Balzarini agreed that is what they should do. The developer did the repairs, he was trying to
be cooperative and finish houses, and he has removed all equipment and a big pile of mulch.
3
