16 Great Neck RoadNorth
.Mashpee, Massachusetts 02649
Ms. Waygan will email the DPW Director and say the developer has fulfilled all obligations.
They need to have an HOA annual meeting and elect officers. The property owners are
apprehensive about taking over the HOA and refused to attend the meeting. Their path to
success is to become a public way.
Mr. Pesce noted the developer offered to have it paved under his watch, now it will cost them
significantly more. The residents on the side of the dirt road refused to attend. At the end of the
road, that corner lot is not supposed to be where it is. Also, Mr. Morin still owns property there,
so he is not the developer anymore, he is also a homeowner.
Ms. Waygan sent the July testimony on the attractive nuisance to the Building Commissioner.
Mr. Morin did some housekeeping; the loam pile is still there but not as much as before. Part of
the pile has weeds growing.
CHAIRS REPORT
Report on Activities
Ms. Waygan attended a couple of sessions at One Cape. One was about safely traveling on
Cape Cod. She handed out a flyer to go online and complete a survey. She would like this
group to come to the Planning Board one night at 6:OOp.m. for a presentation on traffic patterns
and reducing injuries and fatalities statewide. The Commission is making the plan for all 15
towns. Once done, Mashpee will qualify for these funds. Ms. Waygan noticed Colton Atkinson is
listed as a member of the CCC Advisory Committee.
Ms. Waygan called Eric Clapper on the telephone. He had some suggestions about beefing up
the zoning bylaw buffers. If abutting industrial, within the ZBA decision, he felt there should be
something written in greater detail. She will look at suggestions' other towns use, and she
would like to talk to the Town Planner. She is working with the Building Commissioner to ensure
some conditions were met.
She reported the attractive nuisance to the Building Commissioner, and followed up with the
two gentlemen on Oyster Way that, after speaking with Town Counsel, an ANR cannot be
rescinded once endorsed. However, that doesn't make lots buildable.
On Friday Ms. Waygan has a meeting with the Town Manager about recruitment. The LCP was
submitted to the Commission for review. The Planning Board wanted the Commissions
preliminary review.
We are waiting on final approval for the Housing Production Plan. The Affordable Housing
Committee has not been meeting due to no quorum.
Chris Ball, Mashpee TV- He is present to inform everyone about the town HD channel 1072.
Channel 08 is still regular programming, and we have the HD channel. He noted HD requires a
special cable box.
91
