Town of Mashpee Sewer Commission <br /> 07 <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Wastewater Superintendent Update <br /> Mr. Meader updated the Commission on the Policy Review Committee. He stated that there hasn't <br /> been much recent activity, but that they were continuing to modify the policies and that they will be <br /> ready for a vote from the Commission soon. <br /> Mr. Meader brought up that there had been some recent discussions about variance procedure with <br /> flow neutral bylaw involving Town Counsel and the Board of Health regarding how the variance process <br /> works as it relates to the Flow Neutral Bylaw. He noted that if the request is made to Zoning board of <br /> appeals (ZBA)to build for someone not in the sewer area, no variance required.The Wastewater <br /> Department will develop procedures for future variances being requested within the sewer area. <br /> Mr. Meader requested that he'd like the Commission to vote to set a Public Hearing date to establish <br /> the user rates. This has been part of the overall rate study. He provided a quick example of what it <br /> would look like. He reviewed the example. Mr Lyons suggested rate comparison by town and what <br /> Mashpee rates will look like. Mr. Meader stated that comparisons will be available for the next meeting <br /> —average plus high and low rates comparisons. The rate study consultant will be available at the Public <br /> Hearing. Mr. Lyons made some suggestions on how the presentation should look. Mr. Meader <br /> confirmed that information would be part of the presentation. Mr. Meader recommends the Public <br /> Hearing be held at the next Sewer Commission meeting on December 19, 2024. The Chair made a <br /> Motion to set a Public Hearing at their next meeting on December 19, 2024 to set user rates. The <br /> Motion was seconded by Mr.Towle. Motion passed unanimously. The Chair noted that there would <br /> be a meeting on December 5, 2024 to have a preview of the presentation. Ms. Castaneda requested <br /> that the public hearing notice also be posted on the website. Mr. Meader confirmed this would be <br /> done. <br /> Mr. Meader requested that Ashley Fisher give an IMA update. Ms. Fisher described what the IMA was <br /> and that its comprised of Mashpee, Falmouth, Barnstable and Sandwich. She stated that they last met <br /> in September that included an update from Falmouth presenting key facts of their Plan and their next <br /> steps and issues they're facing particularly as they impact Waquoit Bay watershed. They are working <br /> with Sandwich as it relates to Waquoit Bay watershed. Ms. Fisher reported that Sandwich is having PFAS <br /> disposal challenges. They also have a 40B project that is coming up and is under review for the <br /> popponesset Watershed. They're proposing a wastewater facility for the project. Mashpee is <br /> collaborating with Sandwich on the Pimlico Pond project and we're currently waiting for our Town <br /> Engineer regarding percent share. The IMA Group was unable to meet in October. Not much update <br /> from Barnstable at this time. <br /> Website <br /> No update as it was stated above. <br /> 4 <br />
