Town of Mashpee Sewer Commission <br /> 07 <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Meeting Minutes of the Mashpee Sewer Commission <br /> Thursday, December 5, 2024; 2:00 PM <br /> Mashpee Town Hall -Waquoit Meeting Room <br /> 16 Great Neck Road North, Mashpee, MA 02649 <br /> *In-person and televised meeting* <br /> Present: Chair, Meredith Harris; Vice Chair, Alfred Towle; Clerk, Catherine Castaneda; Commissioners <br /> Phyllis Sprout, and Joseph Lyons; and Wastewater Superintendent,Jared Meader <br /> Chair, Meredith Harris called the meeting to order at 2:00 p.m. in open session. <br /> The Pledge of Allegiance was recited followed by a moment of silence. <br /> Minutes <br /> The Chair requested any changes or comments to the minutes of November 21, 2024. It was requested <br /> to change the spelling of Ms. Castaneda's last name. Mr.Towle motioned to approve the minutes as <br /> submitted with the correction of Ms Castaneda's name. Motion seconded by Mr. Lyons. Motion <br /> passed by unanimous consent. <br /> Public Comment <br /> There were no public comments. <br /> Old Business <br /> The Chair began by stating they needed to continue discussions regarding setting sewer rates. She <br /> turned it over to the Superintendent,Jared Meader. Mr. Meader then reviewed the objectives of the <br /> proposed rates as a result of the rate study. He reviewed the tiered billing structure and the key <br /> components. He went on to explain the rate structure. He also explained what the Enterprise Fund was <br /> and how it works. He noted that the Town would subsidize the rates in the beginning until the <br /> Enterprise Fund was established. He shared the average annual sewer costs on the Cape and Eastern <br /> Massachusetts. He reviewed the ways in which the rates could change (ie, change the range of gallons <br /> within the tier; change the base rate and/or; change the rate per 1,000 gallons within a tier) and showed <br /> some examples. There was general discussion amongst the Commissioners and the proposed rate <br /> structure. The Chair then asked about the Public Hearing that has been set for December 191h and the <br /> proposed logistics for the Hearing. Mr. Meader stated that he would present the same presentation and <br /> that the rate study consultant would be there and that they would be able to demonstrate live rate <br /> information. He also noted that the presentation would be posted to the website prior to the hearing. <br /> He stated that there will be a starting point in terms of a rate, but they would be able to change <br /> numbers and see the impact across the tiers to help them determine the rates. It was noted that the <br /> rates may be changed from year to year based on the fact of more users connecting to the sewer <br /> system. He mentioned that during the Hearing it will also need to be discussed fixed rate billing for <br /> condos with multiple units on one meter. There will also be other scenarios that will come up and will <br /> need to be looked at (ie, senior and veteran discounts, etc.). Mr. Meader stated the minimum goal is to <br /> set the base rate at the Public Hearing. <br /> New Business <br /> There was no new business <br />
