6 <br /> Community Preservation Committee <br /> Minutes <br /> December 19, 2024 <br /> Catherine.Laurent.—.Mashpqe.- <br /> ,Bq;It Rain) ,$t,or.m.w.at.er,,Remediation PXpige <br /> (continued) <br /> Stormwater infrastructure at the boat ramp would improve water quality at a location frequently <br /> used by Mashpee residents and others. Last season 1,161 boaters used the ramp, 94%were <br /> residents of the State of Massachusetts. Although the Town of Mashpee does not own the <br /> property,there is a Land Management Agreement with the State that the operation of the <br /> facilities is the responsibility of the Town. Operation includes, but is not limited to policing, <br /> trash and litter removal, and the preservation of the facilities for the general public on equal <br /> terms. <br /> Several letters of support were included in the project application. It was noted the Department <br /> of Fish and Game through its Office of Fishing and Boating Access (OFBA)has been working <br /> closely with the Association to Preserve Cape Cod and the Horsley Witten Group for the past <br /> several years to develop stormwater BMP concepts for twenty priority boat ramps across the <br /> southern region of Cape Cod including four state owned boat ramps. The Mashpee-Wakeby boat <br /> ramp is prioritized since it is a highly used site with no stormwater infrastructure in place, and <br /> where water quality has been a concern of high regard. <br /> It was noted the Select Board met with SMAST in January to review the Mashpee-Wakeby Pond <br /> Management Plan and Diagnostic Assessment study. Input was also received from the Horsley <br /> Witten Group stating the boat ramp site is a major contributor of stormwater pollutants along <br /> with the southern end of the pond. Sediment is also an issue for pond habitat and at the nearby <br /> river/fish run as well as the boat ramp itself. <br /> It was agreed the project would be instrumental in removing contaminants as well as pollutants <br /> that derive from parked boats and trailers. It was also noted this is relatively a small impact from <br /> the CPC to help to make a difference. However, there was a question regarding use of CPA <br /> funds for this project. In the process it is assumed the funds would go directly to the Town of <br /> Mashpee under the authorization of the Land Management Agreement. If the project moves <br /> forward with intended grants, State funding would most likely go through the Town to allow for <br /> the management of the construction project with the guidance of the Association to Preserve <br /> Cape Cod. <br /> PUBLIC COMMENT <br /> Susan Dangel, Save Mashpee-Wakeby Pond Alliance commented on the stormwater remediation <br /> project before the CPC. Ms. Dangel indicated this is a troublesome area. During a recent storm, <br /> water was gushing into the pond. One inch of rain constitutes 36,000 gallons of water that is <br /> entering Mashpee-Wakeby. With the bio-retention and native plantings, stormwater would be <br /> filtered. In addition,the plan includes floating docks as there are safety concerns that also are in <br /> need of addressing. <br />
