7 <br /> Community Preservation Committee <br /> Minutes <br /> December 19, 2024 <br /> Virginia White—LeClair Village, ground- <br /> ­Ot ­­­­­ ­­­­_LeClair ____t_L - la�,' <br /> The Community Preservation Committee met with Virginia White, Senior Development <br /> Associate of POAH,Inc. owner and developer of the LeClair Village Affordable Housing <br /> property to review the proposed LeClair Village Playground project. CPA funding in the amount <br /> of$309,000 is requested for this purpose. <br /> Ms. White indicated the playground was removed from the project scope due to cost restrictions <br /> and the COVID virus. The project serves affordable housing needs with 39 units consisting of <br /> low to moderate income housing,with 70%local preference for Mashpee residents. <br /> With the completion of the building, it is desirable to provide enrichment and duality outdoor <br /> space. The closest playground in this area is at the K.C. Coombs School which is difficult to <br /> access due to the lack of sidewalks. When school is in session,there is no allowable access to <br /> the school playgrounds. <br /> A sound play.structure is planned with a climbing net on a clear flat surface that is handicap <br /> accessible. The intended age group is 3-13 years. Benches would also be situated in the area for <br /> additional age groups. There is paved parking on site for public access as CPC funds require <br /> accessibility to the public. <br /> It was noted the Town of Mashpee has donated land, and through its CPC and Affordable <br /> Housing Trust has given generous support to this affordable housing project. In 2022,the CPC <br /> was noted to have withdrawn the suggestion for a playground due to funding constraints. It was <br /> requested that contributions be sought from outside agencies. <br /> Ms. White indicated the proposal considers hard costs as well as contingencies. Alternative <br /> funding sources would be sought to bring this project to fruition as it was initially envisioned. <br /> The Town remitted a grant application for Community Development Block Grant funds for the <br /> playground,but unfortunately the monies were not secured for this project. <br /> Projects receiving a contribution from the Community Preservation Committee require a plaque <br /> for CPC recognition. <br />
