<br /> Town of Mashpee Planning <br />Board <br /> 16 Great Neck Road <br />North <br /> Mashpee, Massachusetts 02649 <br />For that total, it is not a huge benefit, in talking with Willowbend, the time to do this would be <br />when they are rehabbing the filter, which they are 5-15 years out. Right now, it is working great <br />as a sand filter. <br /> <br />There are 15 houses on Cedar Ave. above Shoestring Bay with a pump station at the bottom <br />of the hill already installed. <br /> <br />Ms. Faulkner would like the cash option to let the Town figure out use. <br /> <br />Mr. Richardson noted the applicant has been responsive to requests and he appreciates their <br />efforts over the course of this process. <br /> <br />Mr. Balzarini is in favor of what was just said by the applicant. <br /> <br />Mr. Hansen stated Willowbend has offered reasonable mitigations. <br /> <br />Ms. Kwesell said the Board needs to determine if the $110,00 will go to the trust or be grouped <br />in with the $450,000, which will go into the general fund. The general fund would require Town <br />Meeting approval for the Planning Board to receive the funds. If taken as nitrogen mitigation <br />money it may never be used as such. This is a condition of an amended Special Permit; she is <br />not even certain an escrow account can be set up for this. <br /> <br />Mr. Fudala inquired about sewering that section of Town that was isolated. <br /> <br />Ms. Waygan stated the main goal is nitrogen mitigation, a consultant was hired from money in <br />their budget. <br /> <br />Willowbend is happy to sign the check or permits, but they are not open to performing studies, <br />and they will allow the Town and its stakeholders to decide. <br /> <br />Mr. Fudala stated that it would reduce the amount of nitrogen going into the bay, which is the <br />biggest contributor to nitrogen. These active bogs use little fertilizer, and it is organic low <br />intensity, wastewater is a much larger contributor. He has never seen numbers that show the <br />reduction from converting the bog to a wetland. <br /> <br />4 <br /> <br /> <br />
