Town of Mashpee Planning
Board
16 Great Neck Road
North
Mashpee, Massachusetts 02649
th
Mr. Pesce reviewed the latest set of plans dated November 15, and he asked Matt Eddy to
revise a few items. Mr. Pesce’s comments were minor, a drainage pipe needed adjustment.

Ms. Waygan will clarify with the Town Manager on mitigation funds from general funds.

Mr. Pesce advocated putting it towards sewer construction for a Town Meeting vote, as most
voters would agree.

Mr. Hansen supports nitrogen reduction, however that materializes. He is still hung up on the
bedroom count. If there is a Special Permit dating back to 1991, that is still a binding
agreement between the Town and developer. With water quality issues he would like to hold
them to 853 and enforce violation charges per bedroom.

Mr. McElhinney reiterated that their application was for a modification to remove that bedroom
count. In removing the said count, they are presenting the Board with all this mitigation as an
offset.

Ms. Waygan is also hung up on the bedroom count, and she is still hung up on the 100 ft.
buffer, which is a condition of the Special Permit, and would like to see that restored on plans.
She is carefully listening to the other Board members, and the other members like this
mitigation package. The bedroom count is very difficult for her to support. She has considered
the total units of this development to complete this development. There will be a condition that
the maximum number of units will be 285.

Mr. Eddy stated there was a decision where that buffer is reduced at the club house, it was
waived back in 2024, and there was a waiver request. Ms. Kwesell will research the 100 ft.
buffer in the remand.

The Chair called for Public Comment on this matter.

PUBLIC COMMENT
Terry Ronhock- She thanked the Board for having the perseverance to continue this. What
was presented tonight was attractive, but there also seems to be some issues if things can
actually be done. We need clarification that yes, we can get this money. The half-acre lot with
funding for construction is attractive. She has concerns about the bedroom count, we still need
5
