MASHPEE ZONING BOARD OF APPEALS <br /> JUNE 221)2016 <br /> MINUTES <br /> Building Plans: dated 4/14/16: Caffyn House, 10 Popponesset Island Rd., Mashpee, MA. <br /> By Harold Capone, Residential Design, 5 Spinnaker St, Sandwich, MA. West Elevation, <br /> East Elevation, South Elevation, North Elevation, First Floor Plan, Second Floor Plan. <br /> Mr. Gould seconded. All were in favor to issue a Written Finding for the raze and replace <br /> project. <br /> Mr. Blaisdell made a motion to issue a Variance for the front yard setback in the amount <br /> of 23.7 feet and the Board considers the front on the southerly side of the easement to <br /> access the private way. This variance is conditioned upon Board of Health, Conservation <br /> and Building Department comments and requirements. This is also conditioned upon the <br /> site plan and building plans issued under the Written Finding. <br /> Mr. Gould seconded. All were in favor to issue a Variance for the raze and replace project. <br /> 38 Nathan Ellis Highway: Owner, Mashpee Commons Il LLC requests a Special Permit <br /> under §174-25-F (2) of the Zoning Bylaws to allow for sales, display, long term lease, and <br /> test drives only, of Testa Motors, MA Inc., on property located at 11 Central Square, (Map <br /> 74 Parcel 20), Mashpee, MA. <br /> Attorney Mike Ford, Tom Feronti and John Renz all with Mashpee Commons represented <br /> the application for Testa. The Board had an informal meeting with Mashpee Commons at <br /> the hearings on May 25, 2016 to discuss the possibility of Testa becoming a licensed car <br /> dealership. Testa is currently permitted and occupying a unit located at 11 Central Square <br /> as a show room gallery only. Mr.Ford said he reviewed the Zoning Bylaws and discovered <br /> that a Special Permit for"use"is required for Testa to become an actual car dealership.The <br /> 1986 Special Permit (SP-86-04-024) specifically states that modifications need to be <br /> brought to the Zoning Board of Appeals. <br /> Mr. Tom Feronti approached the Board and said that Testa has been occupying the unit <br /> space with a permit just under a month operating as a gallery and educational store only <br /> with one display vehicle and a chaise. There are no sales, test drives or leasing right now. <br /> As Mr. Ford mentioned, Testa would like to convert from a gallery to operate as a car <br /> dealership.The dealership would allow them to have inventory of vehicles,offer test drives <br /> and sales. The cars are all custom ordered through a Testa dealership only. There are three <br /> different models and they are just coming out with a simpler version. The Testa store <br /> provides computer stations to order a vehicle. The inventory vehicles onsite is for test <br /> drives only. They are requesting six (6) vehicles to be available throughout Mashpee <br /> Commons. <br /> Mr. Feronti provided two site plans that depict two different options that Mashpee <br /> Commons would like to install vehicle charging stations. Option 1 showed the three <br /> charging stations to be placed near Oak Street, and Option 2 showed two stations near Oak <br /> Street and one station behind North Street near Building 25. The Board had a discussion <br /> and preferred Option 2. <br /> 3 <br />
