PLANNING BOARD <br /> Town of Mashpce <br /> yard it's a. I:Tinnebago, not on public property m on private property. You can <br /> sleep overnight in trailer on private property, but not on public property. The <br /> Chief said that South Cape Beach poses another problem. 14r, Jonas has a parcel <br /> of land and he charges people to enter on it. He doesn't properly inform the <br /> public that if they cross his land, it's going to cost ti-em. He certainly has <br /> a right to control access on his property. We have passed a bylaw and it's en- <br /> forceable, but it's not fair to the public when they enter his property. The <br /> signs always get taken down. it was also said that over the extension of the <br /> boundaries, he's claiming all the way down to Dead week. <br /> Mr. Lawrence, speaking as a resident, said that we have a town-o-�med beach <br /> it was black-topped and it's nice, as well as beautiful., but most of the Mashoce <br /> residents can't find a place to park a the other cars are: from all over. Fie <br /> suggested having it for residents of the town only. He said that outsiders are <br /> drinking and have fires and have dogs. As far as overnighters on the beach go, <br /> they just say they're fishing, not sleeping. The Chief said that the beach should <br /> be closed at dusk, that the police receive the brunt of it. When the policeman <br /> goes down there, he knows the guy is going to sleep there, but he says he 's just <br /> fishing and you can't leave a policeman there for five hours. He said that it's <br /> very easy to resolve m barricade the beach at night. Of course, that mould spoil <br /> it for Mashpee residents who do {•Jant to fish. <br /> Nor. Lawrence said that during the daytime, he tries to go at 11:00 and you <br /> can't get in -- maybe 20 or 30 people from Mashoee find a place to sit. He asked <br /> why we should orov'ide a beach for out-of-towners - we should have gone to almo <br /> on the nonresident stacker. Tie said t'h^'t kids are caraping with bonfires, corning <br /> over the r1unes, with beer cans and bottles all over the place. use said that this <br /> town has no control over it ... the Police Department and Parks and Recreation canto <br /> handle it. He wants the town to shut it down and ,just keep it for town res:i_,4entw, <br /> He said that the state is going to coarse along, adding that we shouldn't have done <br /> anything with the state -- we give away everything and are left -with nothing. He <br /> also said -that ponds are private property for the most part and that South Cape <br /> Beach is the last place where a good influx of people can go to the beach on a hot <br /> day, <br /> The Chief said tr,at it costs $160.00 for two days out of the weekend to patrol <br /> and monitor. As far as the business with Winnebagos and other trailers goes, 'IRV" <br /> (Recreational Vehicles) would coven everything, He also said that he would take <br /> Mr. Lawrence's position, as a. citizen and not as Chief of Police - very little pub- <br /> lic beach area and he thinks we should. restrict it to other people. <br /> Mrs. DeLory said that she can show pictures from a few years ago and there <br /> were very few people. If a person is leasing property, they should have a right <br /> be use the beach. Mr. Lawrence said that if you check the license plates, you see <br /> cars from Quebec, Ontario, Rhode Island, etc. Mr. Bourgeois said that this is kind <br /> of getting off the subject,, but we do try to be a tourist place. Mr. Lawrence said <br /> that we have no tourist attractions, that that's a misnomer - this is a year-round <br /> community. <br /> Mr. ?Blakeman said that we have a high influx of siunmer people and they are <br /> l tourists in a certain sense of the word.. Mr. Lawrence said that we don't want <br /> Yarmouth-type motels here and Mr. Blakeman raid that you may get them yet. Mr. <br /> Bourgeois said that there must be some reason why our population increases so much <br /> during the summer. Chief O'Connor said that we don't have transient tourists and <br /> ® 7a <br />
