<br /> Decision. If the rights authorized by a Variance are not exercised within one year of
<br /> date of grant of such Variance, such rights shall lapse unless: (1) substantial use or
<br /> HASNPEE TOWN CLERK construction has commenced, or(2)a Petition for a six-month extension has been filed
