He saw the response regarding the Fire Department review and <br /> wasn't aware of any Site Plan Review, but he would like to have a swept path analysis,which <br /> he will request. The Chemical Storage Shed must provide a list of chemicals, even if feeding <br /> the IA, it is going into the ground and should provide a list. Also, should these items be stored <br /> on a containment pad or portable pallet with a false bottom? He wants a signature of the <br /> required work that will be maintained and paid for, known as the Stormwater Operation <br /> Management Plan signature sheet. Mr. Pesce also requests the gravel base material sieve, <br /> part of the Earthworks construction package and provide that specification for the Board. The <br /> final revised plans were provided, with revised stormwater addendum. The Special Permit <br /> application called for 37,000s.f. of indoor rec. facility, but did not mention a requirement for a <br /> separate tavern application. <br /> Mr. Tobin clarified that the applicant is procedurally fine. <br /> Mr. Russell should have brought the Earthworks information today; he has an addendum to <br /> stormwater management. There is no change required regarding engineering and the design <br /> of the system. He will provide a I ist of chemicals as well as the swept path analysis. If <br /> chemicals need containment, he will provide those details. <br /> Ms. Waygan would like traffic requirements, specifically safety and congestion mitigation.We <br /> can re-sequence traffic lights for both safety and congestion. There are 6 intersections. Some <br /> of the mitigation proposed would be the timing of three lights, signage, and limb cutting on one <br /> intersection. The intersection listed in Sandwich has already been remedied by the Town of <br /> Sandwich. The intersection here at Town Hall had ongoing discussions, but as of now there is <br /> no urgency due to low crash rates. We can have an agreement of principle. We should take <br /> this opportunity to get this intersection improved, she would like the applicant to investigate <br /> costs for timing of lights. <br /> Mr. Pesce noted Page 9 of the Cape Cod Commission decision has a good description of <br /> everything. <br /> Ms. Waygan requested that any patio lighting be asked of the Board now and included in the <br /> Photometric Plan. Outdoor lighting that remains lit at odd evening hours negatively impacts <br /> nature. She stated the building floor plan is a square and a rectangle. <br /> Mr. Russell commented the larger building has four pickle ball courts and the external patio <br /> that is covered. There are 10 total courts, a group of 6 and a group of 4. You will be able to see <br /> into the courts from the tavern, the glass mitigates the sound. <br /> Mr. Pesce will need to look into the bylaw further for the in-lot trees or shade trees. <br /> Mr. Tobin echoed the sentiments of the Board and Consulting Engineer, this is obviously a well <br /> thought out project, already vetted by Cape Cod Commission.
