MASHPEE HUMAN SERVICES COMMITTEE MEETING MINUTES
DECEMBER 15, 2011

Present: Mary Scanlan, Janice Walford, Ruth Elias, Gus Frederick, John Cahalane, Gail Wilson.
Ronnie Warden arrived 2:20PM. Jim Long arrived 2:50PM.

Absent: Elinor Glener.

Mary Scanlan opened the meeting at 2:07PM, in the absences of the Chairwoman Ronnie
Warden and Vice Chair Jim Long.

The Minutes of November 17, 2011 were moved as presented by John Cahalane, seconded by
Mary Scanlan.
Roll call vote in favor: All yes.

The Committee reviewed the current Human Service Contracts to examine the services provided
and statistics of Mashpee residents served.

The Town Manager rejected the idea of setting up a separate emergency fund for St. Vincent
dePaul in the amount of $1,750. The Town Manager also rejected funding the immunization
clinic with VNA money. The flu clinic is to be handled as a Health Department item.

John Cahalane, Janice Walford, and Gail Wilson will meet with the Town Manager tomorrow at
9AM to review the contracts. All parties have copies of the contracts.

Janice Walford reported on her visit to St. Vincent dePaul. She went over the figures with Don
Chabot who determined that 87% of the funds go to Mashpee residents. There were 761 families
served as of September 2011. The recipients need to be qualified to receive food pantry
assistance. The category for this vendor is charitable non-profit, and this needs to be documented
by St. Vincent dePaul. Further clarification was given about the Needy Fund and what they
provide.

Gail Wilson reviewed the Good Neighborhood Fund expense report submitted by Cynthia Green.
The question came up about the legality of giving money to a Church, and the answer is that the
vendor separates the funds.

Mary Scanlan suggested to ask all contractors for their non-profit information.

Ronnie Warden will check with the Health Board about a fee waiver for food pantry permits.

Gail Wilson further cited other contracts and the number of Mashpee residents served:

Aids Support Group - 9 Mashpee residents with HIV
Capeabilities - l8 Mashpee residents with disabilities
CC Child Development -70 Mashpee residents (Head Start, early intervention)
1
