MINUTES January 28, 1993 3 BOARD OF HEALTH <br /> Mr. Watts responded, "Use of any of the varied services <br /> we provide. " <br /> Mr. Greelish informed Mr. Watts of the current <br /> composting program at the landfill. "I would recommend this <br /> Board plan a site visit to Mr. Watts property. " <br /> APPOINTMENT: T. Smith - 266 Monomoscoy Road <br /> Mr. Smith was in attendance for this scheduled appoint- <br /> ment. <br /> Mr. McQuaid explained, "Mr. Smith is requesting the <br /> Board's consideration in granting preliminary approval for <br /> the installation of a Title V system on an adjacent lot which <br /> would service #266 Monomoscoy Road. "The original plan was <br /> for the installation of a Title V system on 266 Monomoscoy <br /> Road however, the required 100' distance between the proposed <br /> leaching facility and the weltands could not be maintained <br /> and the system would require mounding as there is not 4' of <br /> naturally occurring permeable soil between the bottom of the <br /> leaching facility and groundwater. " "Monomoscoy Road is now <br /> serviced by town water however, the Town has taken over the <br /> road which no longer permits the homeowner to own to the cen- <br /> ter of the road. " "I would recommend the Board require full <br /> engineering plans and request Town Counsel's opinion as to <br /> whether placement of a leaching facility on an adjacent lot <br /> to service another lot is permissible. <br /> Questions were raised as to whether the Town owns the <br /> road or whether it is considered a "Public Way". <br /> Mr. Greelish relayed, "The State requires the lots to be <br /> contiguous. " <br /> Mr. Smith stated that he will research the matter fur- <br /> ther and consult with the Board at a later date. <br /> 5. ) Quality of municipal services survey results - Acknowl- <br /> edged. <br /> 6 . ) Letter from W. Haney re: Lakeside Trailer Park - Mr. <br /> McQuaid informed Board members the owner has retained Cape & <br /> Islands Engineering to research what septic systems have been . <br /> j upgraded and to prepare a document stating the status of each <br /> leaching facility. "I did recommend Mr. Haney agree to up- <br /> grade all cesspools within a certain time frame. " <br />
