MINUTES April 8, 1993 4 BOARD OF HEALTH <br /> Mr. Doherty motioned to issue a 1993 commercial sticker <br /> to Mr. Chris Norcott as requested, Mr. Ball seconded, all <br /> agreed. <br /> APPOINTMENT: Peter Watts - Screening Contract <br /> Mr. Peter Watts was in attendance for this scheduled ap- <br /> pointment. <br /> Mr. Watts stated he did review the contract and ques- <br /> tioned Board members as to whether he will be required to <br /> move the composting material across the yard. <br /> Mr. Greelish responded, "We may require moving the mate- <br /> rial a short distance to the edge of the road thereby, making <br /> it easier for residents to pickup. " <br /> Mr. Doherty questioned Mr. Watts as to why his costs are <br /> approximately 300% higher than other contractor's fees. <br /> Mr. McQuaid explained, "Mr. Watts is shredding and <br /> screening the composting material. " "In researching other <br /> cost estimates it was learned they are screening only. " <br /> Mr. Greelish stated, "I did some preliminary cost esti- <br /> mates and received figures at approximately $4.00 per cubic <br /> yard for straight screening. " <br /> Mr. McQuaid relayed he did receive an estimate from <br /> Weston & Sampson which states, "If an outfit were to hire a <br /> "Reed-all" with the loaders, dumptruck and manpower it aver- <br /> ages out to .92 per cubic yard. " <br /> Discussion took place regarding the quality of work per- <br /> formed by the "Reed-all" as opposed to the equipment Mr. <br /> Watts is proposing to use. " <br /> Questions were raised as to whether Mr. Watts must carry <br /> workman's compensation. Board members agreed where Mr. Watts <br /> is not an employee, is self employed and owns his own machin- <br /> ery it would exempt him from workman's compensation require- <br /> ments. <br /> Mr. Greelish requested Mr. Watts to provide a letter to <br /> the Board stating workman's compensation is not necessitated <br /> as he is self-employed. <br /> i Mr. Doherty motioned to award the composting/screening <br /> contract to Mr. Peter Watts, d/b/a Cape Poultry Farm, Mr. <br /> Ball seconded, all agreed. <br />
