MINUTES , April 8, 1993 5 BOARD OF HEALTH <br /> Mr. Greelish informed Mr. Watts the quantity to be <br /> composted/screened is at the direction of the Health Agents. <br /> Board members forwarded their signatures to the <br /> composting/screening contract. <br /> APPOINTMENT: David Sanicki/W. Haney - Lakeside Trailer Park <br /> Mr. Sanicki, representing the engineering firm of Cape & <br /> Islands, was in attendance for this scheduled appointment. <br /> Mr. Sanicki presented aerial plans of the entire Trailer <br /> Coach Park and relayed, "I inspected the site on April 6, <br /> 1993 with Mr. Haney to determine what is underground. " ""Mr. <br /> Haney is willing to upgrade systems within the park at 5 per <br /> year to include any failed systems within 5 per year. " "Each <br /> system services two units. " "We cannot meet Title V require- <br /> ments or setback requirements in certain situations. " <br /> Mr. Greelish stated, "We did request Mr. Haney provide <br /> an overall comprehensive plan of the trailer park. " "The <br /> State is contemplating whether a treatment plant should be <br /> constructed. " <br /> Mr. Haney is in the process of correcting the list of <br /> deficiencies cited by the State with reference to his well <br /> and water main systems. <br /> Mr. Greelish stated, "The only thing that may forestall <br /> the State from mandating a septage treatment plant is one <br /> comprehensive plan for the entire site. " <br /> Mr. Sanicki stated, "I am apprehensive about using a <br /> backhoe to test the soils. '" "I would propose we use a drill <br /> rig. " "After every sixth unit the soils would be tested. " <br /> "Mr. Haney does not want to invest in all the soil testings <br /> if the Board will only recognize the results for one year as <br /> all the systems will not be upgraded in one year. " <br /> Mr. McQuaid relayed, "In my opinion, soil borings every <br /> sixth unit would be acceptable, as long as, the engineer <br /> verify soil conditions at the time of installation. " "This <br /> procedure would ensure soil conditions found in the probe are <br /> consistent." "Prior to Mr. Haney's purchase of the park he <br /> did meet with this Board. " "At that time we informed him of <br /> our concern with the septic and water situation. " "Mr. Haney <br /> subsequently called D.E.P. and spoke with Brian Dudley and <br /> questioned him as to what requirements the State would man- <br /> date to upgrade the systems.
