MINUTES May 20, 1993 2 BOARD OF HEALTH <br /> Meeting resumed at 7:31 p.m. <br /> 5. ) Memo from Town Clerk re: Stickers - Acknowledged. <br /> 6. ) Copy of letter from Brogna to Dunham. re: Reg. Plant - <br /> Acknowledged. <br /> i <br /> j 7. ) Model Nutrient Loading Regulation - Mr. Robert Sherman, <br /> Conservation Commission Agent was in attendance to discuss <br /> this proposed regulation. <br /> i <br /> Mr. Sherman relayed, "I am requesting this Board's sup- <br /> port for the regulation. " "Although it has been adopted it <br /> j is already generating some opposition. " "The regulation has <br /> been jointly worked out with input from two scientists from <br /> Woods Holes, Gregor McGregor (Environmental Attorney) and <br /> Town Counsel. " "We have set a nitrogen figure at 5 p.p.m. as <br /> being the threshold beyond which it is not conducive to <br /> various interests of the acts such as protection to groundwa- <br /> ter, protection of water supply, prevention of pollution and <br /> wildlife habitat. " <br /> Mr. Greelish commented, "I can perfectly understand the <br /> loading issue however, in researching the matter I , cannot <br /> find anything that substantiates the fact that 3 or 5 p.p.m. <br /> in a water body is abnormal. " "That amount can occur <br /> naturally. " <br /> Discussion took place regarding the amount of nitrogen <br /> that is acceptable in open bodies of water. <br /> Mr. Sherman recommended Board members invite Dr. Costa <br /> to attend an upcoming meeting. <br /> Board members agreed. <br /> Joseph DeBarrows and William Bannon - M.U.C.V. <br /> Mr. DeBarrows and Mr. Bannon were in attendance to dis- <br /> cuss septage disposal at Mashpee United Church Village <br /> Mr. Evans relayed, "Mr. DeBarrows and Mr. Bannon are in <br /> attendance to discuss the disposal of septage from two failed <br /> systems at Church Village. " <br /> Mr. DeBarrows commented, "The New Seabury area also re- <br /> quires frequent maintenance. " <br /> Mr. McQuaid stated, "I will contact Peter Boyer from <br /> Barnstable and request a temporary arrangement for septage <br /> disposal. <br />
