MINUTES July 15 , 1993 5 BOARD OF HEALTH <br /> did request they define the next level of the process and to <br /> define the entity and put together the appropriate au- <br /> thorities to begin entering into contractual agreements. ,, <br /> "We also discussed the history to date, the pretreatment <br /> plant design and the current engineering efforts. " "Mr. <br /> Brogna assured the towns the military was in favor of the <br /> project and would do everything in his power to get it to <br /> roll as fast as possible and would be going out to bid next <br /> month for the hookups to the wastewater treatment plant." "A <br /> few problems the upcoming meeting must resolve is articles <br /> for the fall town meeting. " "Mashpee must make a commitment <br /> to the project in terms of capitol . " <br /> B. T.R.P. meeting 8/5/93 , Middle School, @ 7:00 p.m. <br /> Acknowledged. <br /> 2. ) Continued from earlier in the meeting - Mr. Greelish <br /> stated, "I generated a synopsis of the events with timetables <br /> pursuit to our discussion last week regarding the status of <br /> B.F.I. and the recycling effort. " "I did not wish to expose <br /> the Board to anything that would question its ethics and <br /> credibility but I really have no other choice in the matter <br /> other than to present the information that I have. " "We dis- <br /> cussed last week and were essentially deadlocked over pro- <br /> ceeding with B.F. I . . " "It is my contention that we made a <br /> commitment to B.F. I. . "" "Although we may not have a strict <br /> legal requirement to proceed with them I think they have a <br /> very strong ethical requirement. " "I think in reviewing this <br /> many times the only reason that the process was considered to <br /> be scrubbed and to start over again was because of the letter <br /> and bid submitted by Joe DiMaggio. "" "Only on that basis did <br /> the conversation then turn to going out to bid. " "The dis- <br /> cussions that were supposed to have proceeded with Town Coun- <br /> sel and B.F.I. in terms of contract did not occur and I have <br /> to point to John and say it was his responsibility to proceed <br /> with that because at that point it was the Boards' wish. " <br /> "It appear you took it under your own to essentially stop <br /> that process. " <br /> Mr. Doherty responded, "That •is your opinion. " <br /> Mr. Ball motioned to refer this matter to the towns le- <br /> gally appointed procurement officer to proceed with this mat- <br /> ter in any way he sees fit because of the deadlock which I <br /> cannot legally vote to break, Mr. Doherty seconded, Mr. <br /> Greelish opposed. <br /> Mr. Greelish stated, "There is an illegal action that <br /> has occurred in this meeting. " <br />
