s , <br /> MINUTES September 16, 1993 7 BOARD OF HEALTH <br /> Mr. Ball questioned whether the Water District could <br /> waive the fees. <br /> Mr. Orlando relayed, "The service connection fee of <br /> $500.00 has been waived for most of the residents, as well <br /> as, the development fees. " "In most cases the cost would be <br /> for just the connection to the house and the plumber. " "The <br /> average cost to connect from the street to the house is ap- <br /> proximately $5. 00 to $7.00 per foot and includes materials. " <br /> "The average house is 40' from the street which amounts to <br /> $260 . 00. 11 "The average betterment for the pipes in Briarwood <br /> is $475.00" "If you review the costs in Briarwood as opposed <br /> to anywhere else in Mashpee the costs are way down. " "A <br /> homeowner is permitted to dig their own trench and install <br /> their own water, as long as, it is inspected by the Water De- <br /> partment for a total of $40.00 . "" <br /> Ms. Rommelmyer stated, "The Association's Board of Di- <br /> rectors may be willing to take each case individually and <br /> maybe assist the homeowners. " "We anticipate the next meet- <br /> ing will be held some time in October. " <br /> Mr. Doherty questioned Mr. Carson as to whether there <br /> are any programs available that might help in financing or <br /> i <br /> providing assistance. <br /> j Mr. Carson stated, "I will respond to that answer in the <br /> "Memorandum of Agreement" between the Water District and the <br /> National Guard Bureau several years ago. " "It says, "Should <br /> data be reported after the date of this agreement that indi- <br /> cates that more than 50% of the wells in West Briarwood could <br /> be affected by contamination than the government will enter <br /> into good faith negotiations subject to availability of funds <br /> make additional contributions in the health services and the <br /> storage tank costs. " "Based on the information that we have <br /> available we feel that more than 50% of the neighborhood is <br /> affected. " "But the one factor that we still have to look at <br /> is that information is very recent and is based on screening <br /> information which needs to be validated through E.P.A. a cer- <br /> tified laboratory. " "That information may be available in 30 <br /> to 60 days. " "When we receive that information it should <br /> correlate to what we know. " "If that is the case we could <br /> negotiate with Mashpee to provide and additional $500. 00 to <br /> the homeowners in West Briarwood. "" "Not only those who are <br /> not presently hooked up but also those who have been hooked <br /> up in the past as a result of the original agreement. " <br /> Mr. Begley relayed, "While monitoring wells have been <br /> installed over the past two months there have been water <br /> samples taken but the level of quality control on those re- <br /> sults is not sufficient to enter into a contract with the <br /> 1b Guard Bureau.
