" "We propose to remove unsuitable soil and fill with <br /> clean granular material which is a procedure permitted by <br /> Title V to attain that 4' thick strata. '" "The site features <br /> naturally do not meet that criteria. <br /> Mr. Greelish explained to Mr. Michniewicz, "The basis <br /> for the clarification in the Mashpee by-law was to eliminate <br /> essentially the constant challenge. " <br /> Mr. Michniewicz stated, "After our last meeting I con- <br /> tacted D.E.P. and posed that question to them. " "The re- <br /> sponse from Brett Rowe was that the 4' thick strata could be <br /> located completely in the water table, as long as, you were <br /> able to excavate down to it, dewater and actually do a perco- <br /> lation test in that soil, you could prove that strata was a <br /> suitable strata and naturally occurring. " "You could if you <br /> excavate down to it through the water table backfill with <br /> clean granular fill and then construct the leaching <br /> facility.
