MINUTES November 18 , 1993 8 BOARD OF HEALTH
Mr. Joyce stated, "This system removes most of the ni-
trogen if not all from the groundwater. " "It is better than
a Title V system. "
Mr. Doherty stated, "As far as, the horizontal distances
and wetlands variances are concerned I would not be inclined
to vote favorably. " "As far as, the strip-out of unsuitable
material I may have second thoughts. " "You probably could
strip it out and bring in suitable material however, I must
research the Board's philosophy behind it. " "I am favorable
to removing the toilet waste out of the stream. " "Unfortu-
nately, we must deal with the gray water. "
Mr. Ojala relayed, "If the 100' is important and I see
where it is important to you as a Board, maybe there is a way
we could provide you with a 1001 . " "The aspect of the 4' of
pervious material, I could do additional borings and show you
that, yes indeed, on this particular lot we've proven 4' of
pervious material all-be-it saturated exists underneath this
lot. " "We have seeved the soils and based on that seeving
that they will exhibit a perc rate of less than 2 minutes to
the inch. "
Mr. McQuaid informed Mr. Ojala, "Mr. Evans just wit-
nessed a perc with you and it was over 30 minutes. "
Mr. Ojala responded, "This is in an area below the water
table and difficult soil . "
Mr. McQuaid commented, "There is confusion in Title V
about the dehydrated peres which needs to be clarified. "
"The intent was not to allow dehydrated peres. "There was a
loophole in the current Title V which is why the Board
adopted the 4' of naturally occurring permeable soil . " "For
you to say it will perc below the watertable means to us the
effluent will hit the groundwater and flow with it, it will
not perc down further it will flow with the groundwater. "
Mr. Ojala commented, "Title V requires that the fill ma-
terial that is installed have a perc rate of not greater than
2 minutes per inch but you can design the soil that has a 2
minutes per inch perc rate which is better than a 20 second
perc rate that you might find in a poor sand. "
Mr. Greelish relayed, "If you use that argument then ev-
ery piece of property could be engineered to meet the re-
quirements. "
Mr. Ojala commented, "We would like to revise the plans
and come back showing 100' separation from the wetland and
perhaps mound the system 1 additional foot thereby maintain-
ing 5' of separation. " "Under those circumstances and
