MINUTES November 18 , 1993 7 BOARD OF HEALTH <br /> Mr. Doherty commented, "In my opinion the Clivus system <br /> is probably the answer to a lot of problems. " "We are still <br /> dealing with the gray water, unsuitable material and a <br /> wetlands variance which this Board has never granted relief <br /> for. " <br /> Mr. Ojala stated, "I am filing with you information to- <br /> day which is contained in the Defeo and Waite reports which <br /> states the horizontal setbacks that the Board is concerned <br /> with are really not the major concern. " "The major concern <br /> is the 4' separation and that once a pollutant is in the <br /> groundwater it travels for great distances. " <br /> Mr. Greelish commented, "Septic systems do not work in a <br /> high mobility rate particularly when they are less than 41 . " <br /> Mr. Ojala stated, "The 4' is as adequate a treatment as <br /> you are going to get under the circumstances with a Title V <br /> system. " <br /> Mr. Doherty questioned Mr. Evans as to what the pert <br /> test results indicated. <br /> Mr. Evans responded, "The perc test failed in terms of <br /> what Title V states. " <br /> Mr. McQuaid stated, "The Defeo and Waite draft revision <br /> to Title V has been scrutinized very heavily, by the State. " <br /> "I put no weight on that draft revision. " "In my opinion <br /> they will increase the minimum distance to groundwater from <br /> 4' to 5' and will clarify that that separation must be <br /> naturally occurring permeable soil . " "They still will allow <br /> mounded systems if you can obtain the 5' of permeable soil. " <br /> "They will not allow a variance to the proposed Title V for <br /> new construction. " "Adjacent to this property we have a <br /> failed system which was approved approximately 8 years ago. " <br /> "I inspected the failed system, it would not have passed to- <br /> day because of the soil conditions. " <br /> I <br /> Mr. Ojala stated, "In my opinion, this system if con- <br /> structed in accordance with the plan will provide a better <br /> treatment than an ordinary Title V system constructed on an <br /> ordinary lot. " <br /> Mr. Doherty relayed, "If this Board grants the variance <br /> then we assume the responsibility if it fails. " <br /> Mr. Greelish commented, "The only innovative that fits <br /> the alternatives presented is a tight system. " <br />
