" "The report stresses that the horizontal setbacks <br /> from wetlands is not a critical factor in determining whether <br /> or not a system may or may not pollute. " "What is more <br /> critical is what goes in the ground and where it goes. " "We <br /> are treating the septic effluent in two ways. " "One with a <br /> multrum system which reduces the nitrates and secondly we are <br /> mounding the septic system to allow for better treatment than <br /> would be otherwise available on this lot due to the groundwa- <br /> ter conditions. " "We would be stripping out and replacing <br /> soils and would be building a system at ground level and <br /> mounding up around it. " "Nitrates will be greatly reduced. " <br /> "The system is basically a non-polluting system as bedroom <br /> space was reduced to two and the flow has been reduced as <br /> much as possible. " 1195' will be maintained from the edge of <br /> the vegetated wetland area. " "The septic system for Mr. <br /> McDonald's property has been designed with 4' above the <br /> groundwater with surface grading to contain the system within <br /> the lot and engineered retaining walls to support the prop- <br /> erty. " "The fill material will provide an area where the <br /> treatment can occur. " "The mounding of the system will also <br /> help to ensure aeration of the soil around the system and to- <br /> better increase the 'treatment of the gray water. " "There is <br /> 4' of naturally occurring pervious material underneath to re- <br /> ceive the effluent from the septic system." <br /> Mr. Greelish explained, "There are many engineers out <br /> there. that are of the opinion that there is an engineering <br /> alternative. " "This Board has good basis for the current <br /> regulation. " "To artificially creative a situation is not <br /> always an acceptable alternative particularly where there is <br /> an marginal environment. " "As far as, the alternative system <br /> there still is the gray water problem. " <br /> Mr. Joyce commented, "This innovative system has been <br /> approved by D.E.P. . " "In my opinion, D.E.P. will be advocat- <br /> ing this system in the next six months. " <br /> Mr. Greelish responded, "Technically, it has been ap- <br /> proved at other sites. " "It is a case by case basis. " "If <br /> this were not a marginal lot and did have the separations and <br /> you could place a conventional system on it you would find me <br /> very receptive to this system. " "The problem is that we try- <br /> ing to use this system to meet the requirements of an other- <br /> wise impossible situation. " , <br /> Mr. Joyce commented, "What we have here is a system that <br /> has essentially removed the nitrogen from groundwater which <br /> is probably the more damaging element to the environment than <br /> any other element. " <br />
